Summary of the contracting process

Powys County Council established a Dynamic Purchasing System for domiciliary care services across Powys, covering personal support in town, rural and remote-rural areas, including care for people with dementia. The requirement is classified as health and social work services and is delivered throughout the Powys regional partnership area. The council is the buyer, based in Llandrindod Wells. The arrangement is intended for care providers able to deliver domiciliary support in a mix of urban and geographically dispersed communities. It therefore suits organisations with local or regional home-care operations, the workforce and management systems needed to provide care in people’s homes, and the ability to work across differing travel and service conditions. The DPS includes three delivery contexts: town, rural and remote rural care.

The procurement has been awarded and the tender is complete. A contract is active, with 12 selected suppliers: Saannie Medical Services, People Support, Q Care, Affinity Homecare Group, Abacare (Care Agency), Llewelyn Support Services, Care & Grace, Primrose Homecare Services, Abicare Services, Phoenix Homecare and Support, Golden Link Care Services, and Silver Assist Homecare. The contract value is £20,880.11 including the recorded awards under the DPS, and the award notice covers awards from August 2026. The contract was signed on 30 September 2020. The route was a selective procurement using a restricted procedure. Fifteen bids were received, all electronically, including 11 from SMEs. The DPS is planned to run for 10 years, with an option to extend by five years subject to twice-yearly reviews.

This award demonstrates demand for flexible domiciliary care delivered across Powys, including dementia support and services in town, rural and remote-rural settings. A credible future competitor would need registration with Care Inspectorate Wales to provide domiciliary support services in the Powys regional partnership area, together with suitable care staff, supervision, safeguarding arrangements and the operational capacity to cover home visits across dispersed locations. The selected supplier group shows that the requirement can be met by multiple specialist providers, largely SMEs, rather than only by a single national organisation. Providers should be able to manage electronic procurement responses, demonstrate reliable local or regional mobilisation, and maintain service continuity across varying travel distances and care needs. Experience delivering regulated home-care services would be directly relevant.
