Summary of the contracting process

Betsi Cadwaladr University Health Board commissioned ophthalmic community health services for patients, service users and families or carers across the central and west integrated health community. The service is based around ECLO support at Abergele Hospital and covers people of all ages affected by sight loss. Its scope includes person-centred needs screening, advice and emotional support, referrals and signposting, help with sight-loss certification and registration, falls-prevention advice, advocacy and navigation through health and social care services. The provider must work collaboratively with eye-clinic staff, multidisciplinary teams, statutory and third-sector organisations, patients and carers. It must also maintain service information and patient records, gather feedback, support evaluation and improvement, provide visual-awareness training, and contribute to meetings, audits, safeguarding, data protection and regulatory compliance.

The procurement used Direct Award Option 2 under the Health Services (Provider Selection Regime) (Wales) Regulations 2025, through a limited procedure without prior publication of a competition. RNIB was selected as the supplier for the single service lot, with one bid recorded. The award is active and the contract was signed on 18 September 2026 for £42,380. The published outcome followed an intention-to-award notice under the Welsh provider selection regime, with the standstill period beginning on publication and representations due by 11:59pm on 29 September 2026. Evaluation considered quality at 40%, value at 25%, collaboration and service sustainability at 10%, improving access and reducing health inequalities at 10%, and social responsibility at 15%. The lot is recorded as cancelled, although an active award and contract are also recorded.

This requirement indicates demand for a specialist sight-loss support service integrated into NHS ophthalmology and wider health and social care pathways. A credible provider would need staff able to offer practical, emotional and person-centred support to patients and carers, assess needs, make referrals, advocate for service users and explain certification and registration processes. Experience of multidisciplinary working, eye-clinic environments, safeguarding, GDPR, accurate patient-record management and quality-data entry would be important. The service also rewards organisations able to build referral routes with statutory and voluntary-sector partners, deliver basic visual-awareness training, support falls prevention and engage with audits, evaluation, feedback and continuous improvement. Providers should be able to support volunteers, maintain current information resources and demonstrate social value, collaboration, equitable access and sustainable delivery.
