Summary of the contracting process

Transport for Wales is procuring the electronic point-of-sale and stock management technology that underpins its on-board rail catering operation. The requirement covers the provision, support, maintenance and development of the EPOS and stock management system, together with catering equipment and ware associated with on-board catering. The platform supports At Seat Ordering and is integrated with handheld devices, payment systems, reporting infrastructure and customer ordering platforms. This is primarily a business-critical software and information systems requirement, with associated catering technology. The buying organisation is Transport for Wales, a public authority based in Pontypridd. Delivery and operational activity are across the United Kingdom, supporting Transport for Wales’s railway catering services.

The procurement is complete and the contract has been awarded through a direct award to ECR Solutions Limited. The award decision was dated 17 September 2026, with a standstill period ending on 29 September 2026 and planned signature by 30 September 2026. The initial contract period runs from 1 October 2026 to 30 September 2029, with an optional one-year extension to 1 October 2030. The awarded value is £470,460 excluding VAT, or £499,104 including VAT. Transport for Wales used a direct award under Section 41 of the Procurement Act 2023, citing technical and interoperability requirements and a single-supplier technical justification. There is one completed lot, evaluated on the basis of the specialised integrated requirement.

This procurement indicates demand for suppliers able to deliver and sustain tightly integrated EPOS and stock management platforms in railway catering environments. A credible competitor for a future requirement would need demonstrable capability in software support, maintenance, development and operational continuity, rather than supplying standalone tills or catering hardware. Relevant experience would include integrating handheld devices, payment processing, reporting and customer ordering platforms while preserving data integrity and financial reporting. Suppliers would also need to understand At Seat Ordering and the practical demands of on-board rail catering, including resilience, interoperability and controlled migration from an established system. The requirement suits an established technology provider with the technical capacity to support a business-critical service and manage a specialised, rail-specific operating environment.

Notice Information

Notice Title

Electronic Point of Sale (EPOS) and Catering Equipment and Ware (CEW) for On-Board Catering

Notice Description

Transport for Wales (TfW) intends to award a contract directlyto ECR Solutions for the provision, support, maintenance and development of the Electronic Point of Sale (EPOS) and Stock Management System, which forms the core technology platform underpinning the Transport for Wales (TfW) On Board Catering operation. The proposed contract will beawarded for an initial term of three years, with options to extend for up to a further one years.

Procurement Information

TfW proposes to award the contract directly to ECR Solutions under Section 41 of the Procurement Act 2023 and the relevant Schedule 5 direct award justification relating to technical and interoperability requirements, where only a particular supplier can reasonably deliver the requirement. The justification is based on the highly specialised and integrated nature of the ECR EPOS, stock management and At Seat Ordering solution. The system has been specifically developed to support TfW's railway catering operations and is fully integrated with existing handheld devices, payment systems, reporting infrastructure and customer ordering platforms. Replacing the solution would require significant redevelopment, reconfiguration and migration activity, resulting in substantial operational disruption, implementation costs and risks to service continuity, data integrity and financial reporting. TfW therefore considers that the requirement can only reasonably be met by the supplier and that a direct award represents the most proportionate and value-for-money approach. A direct award will ensure uninterrupted service delivery, protect existing investments and maintain the stability and functionality of a business-critical, rail-specific system.
