Summary of the contracting process

First Greater Western Limited is buying bulk oils, lubricants, greases, coolants, antifreeze, screenwash and AdBlue. The goods support the maintenance, servicing and overhaul of Great Western Railway rolling stock and associated engineering equipment, as well as wider rolling stock operation and engineering activities. The requirement is divided into two lots: oils, lubricants and greases; and coolants, antifreeze, screenwash and AdBlue. Products are engineering-critical and may need original equipment manufacturer approval, rolling-stock leasing company acceptance, materials compatibility checks or GWR technical approval. Delivery is required across London, the South East and the South West of England. This is a goods requirement covering industrial lubricants, cleaning products, vehicle fluids and related consumables.

The procurement has reached tender: GWR invited suppliers to submit offers through a single-stage open competitive flexible procedure. Suppliers may bid for one or both lots, with electronic submission allowed in English. Enquiries and tenders were due by 19 October 2026 at 18:00. Evaluation was scheduled to conclude by 1 December 2026. Lot 1 is valued at £1,000,000 excluding VAT (£1,200,000 including VAT); Lot 2 at £1,400,000 excluding VAT (£1,680,000 including VAT). Each lot runs from 1 December 2026 to 30 November 2027, with up to two additional 12-month extensions, giving a maximum period to 30 November 2029. Each lot is scored 50% commercial, 40% technical and 10% contract.

This opportunity suits suppliers of industrial lubricants, greases, coolants, antifreeze, screenwash and AdBlue that can support railway engineering and vehicle maintenance operations. Businesses should be able to supply products approved for the intended rolling-stock and engineering applications, and to manage requirements for OEM approval, rolling-stock leasing company acceptance, materials compatibility and GWR technical approval. Alternative or substitute products require prior approval where engineering approval is needed. Suppliers must provide relevant Safety Data Sheets, COSHH information and supporting product documentation. Lot 2 also requires products to meet applicable technical, safety and environmental requirements. The published suitability indicates that small and medium-sized enterprises can compete, with bids assessed on technical quality, commercial value and contract arrangements.
