Summary of the contracting process

Northumbrian Water Limited is seeking specialist advisory services for major strategic infrastructure programmes, including the North Suffolk Reservoir Project and programmes using Direct Procurement for Customers (DPC) or Specified Infrastructure Project Regulations (SIPR) models. The work is split into two lots: financial and commercial advice, and legal services. Financial and commercial support covers strategy and modelling, delivery and commercial models, procurement planning and documents, payment design, market engagement, bidder evaluation and negotiations, contract close and assurance. Legal support covers legal strategy, procurement law, drafting and negotiating contracts, regulatory compliance, land and planning, corporate finance, contract close and mobilisation. Advisers will work alongside Northumbrian Water’s programme teams and technical and other professional advisers. The services support programmes across development, procurement and mobilisation, and are intended for infrastructure projects in the United Kingdom.

The buyer invited offers through a competitive flexible procedure, using a multi-stage process. Suppliers first submit a Conditions of Participation response; the five highest-ranked suppliers per lot are intended to proceed to tender, followed by tender assessment, interviews and best and final offers. Northumbrian Water intends to appoint two suppliers per lot, with a reserve supplier also planned for each. Expressions of interest were due by 10 November 2026 at 12 noon, enquiries by 6 November at 12 noon, and Conditions of Participation responses by 16 November at 12 noon. The intended framework period runs from 1 August 2027 to 31 July 2032, with renewal options described as 5 + 3 + 2 + 2 years. The stated gross estimated value is £50 million per lot. Award is based on price and quality; detailed weightings are to be set at the tender stage.

This opportunity is suited to established financial, commercial and legal advisory firms with the capacity to support complex infrastructure programmes over their full development, procurement and mobilisation lifecycle. Financial and commercial bidders should be able to deliver financial strategy and modelling, commercial and delivery-model advice, procurement strategy and documentation, payment mechanism design, market engagement, bid evaluation, negotiation and assurance. Legal bidders need expertise in procurement law, strategic legal advice, contract drafting and negotiation, regulatory compliance, land and planning, corporate finance, and contract close and mobilisation. The work requires close collaboration with programme teams and technical and complementary professional advisers. Suppliers should be equipped to contribute to DPC and SIPR programmes, while the scope also accommodates different delivery models. The intended framework structure and provision for reserve suppliers favour organisations able to offer resilience, sustained specialist capacity and flexibility as programme needs develop.
