Summary of the contracting process

Belfast Health & Social Care Trust procured life support training services for its clinical workforce. The requirement covers accredited training courses, learning platforms, course materials, registration, certification and associated quality assurance. This is a professional training and accreditation service rather than the supply of medical equipment or direct clinical care. The work is for the Trust’s services in Northern Ireland. The specified training must provide nationally recognised accreditation and certification associated with Portsmouth Hospitals University NHS Trust’s programmes. Suppliers relevant to this requirement include organisations providing life support education, clinical workforce training, learning platforms, course administration, assessment and certification, particularly where training must meet a named healthcare provider’s accreditation and quality requirements.

The procurement is complete and has been awarded. Belfast Health & Social Care Trust used a direct award procedure under the Procurement Act 2023, on the basis that Portsmouth Hospitals University NHS Trust was the sole owner and provider of the required accreditation, certification, course materials and quality assurance arrangements. The award date was 21 September 2026. Portsmouth Hospitals University NHS Trust was awarded the single lot for £49,840. The contract period runs from 5 October 2026 to 3 October 2031. The stated basis for proceeding without competition was the absence of competition for technical reasons and the existence of exclusive rights; the requirement was assessed as above the relevant threshold.

For a supplier that did not win this requirement, the award demonstrates sustained demand for life support training and certification across a substantial clinical workforce. A credible future competitor would need to deliver recognised clinical training at organisational scale, manage registrations and learning materials, and maintain reliable certification records and quality assurance. Experience working with NHS or other healthcare organisations would help demonstrate an understanding of clinical workforce requirements, governance and operational delivery. The incumbent model also shows that accreditation ownership and exclusive certification rights can determine the procurement route. Providers without the required accreditation would need either equivalent recognised credentials accepted by the Trust or a partnership model that gives them authority to deliver the relevant courses and certification.

Procurement Information

Belfast Health and Social Care Trust intends to award a contract to Portsmouth University Hospital NHS Trust for the provision of Life Support training accreditation and certification services. The Trust requires nationally recognised Portsmouth University Hospital NHS Trust-accredited training and certification for its clinical workforce. Portsmouth University Hospital NHS Trust is the sole owner and provider of the accreditation, certification, course materials and quality assurance arrangements associated with these programmes. No alternative supplier can provide official Portsmouth University Hospital NHS Trust accreditation or certification. It has been therefore determined that only Portsmouth University Hospital NHS Trust can meet its requirements and that the contract may be awarded directly under the Procurement Act 2023 due to the absence of competition for technical reasons and the existence of exclusive rights. The absence of competition is not a result of the artificial narrowing of the parameters of the procurement.
