Summary of the contracting process

Public Services Delivery Scotland, acting as a central purchasing body for NHS Scotland, intends to renew the national framework for endourology consumables. The procurement covers medical products used mainly in endourology for the treatment and removal of kidney stones, supplied either through the National Distribution Service or directly to health boards across Scotland. The proposed product groups are access sheaths and catheters; endourology guidewires; ureteral stents; dilators, balloons and percutaneous sheaths; stone baskets and retrieval devices; disposable single-use ureteroscopes; and single-user laser fibres. The laser fibres may be used with manufacturer machines purchased directly by individual health boards. The proposed lot structure is subject to change before tendering.

This is a planned retender of the existing NP69321 Endourology Consumables framework, using an open procedure for goods under the GPA. The buyer expects the tender to be released around 6 January 2027; this planning notice is not an invitation to tender. The framework is intended to run for four years, with an estimated total value of £9.7 million for that period. The proposed structure contains seven product lots, covering the endourology consumables listed in the scope, but the lots may be revised before the competition. NHS Scotland purchasing arrangements may involve supply through the National Distribution Service or direct deliveries to health boards. The process is currently at the planning stage.

The requirement is suited to manufacturers, distributors and specialist medical-device suppliers with established endourology product ranges and the capacity to supply NHS Scotland nationally. Relevant capabilities include producing or distributing access sheaths, catheters, guidewires, ureteral stents, dilators, balloons, percutaneous sheaths, stone baskets, retrieval devices, disposable ureteroscopes and single-use laser fibres. Suppliers should be prepared to support products used in kidney-stone treatment and removal, and to supply either through a national distribution route or directly to health boards. Businesses offering laser fibres compatible with manufacturer machines may also be relevant. Firms should review the evolving lot structure and prepare for a future framework competition rather than seek to bid at this planning stage.
