Summary of the contracting process

Coventry City Council is procuring children’s residential care services across the West Midlands through a regional framework. The six service areas are planned residential care, crisis care, residential care with Department for Education-regulated education, residential parenting assessments, therapeutic residential care, and placements for children with disabilities. The framework is intended to source residential care placements from independent providers for children in care. Coventry is the lead authority, and the framework can be used by 14 West Midlands local authorities and trusts, including their successor bodies. Services may be delivered across the West Midlands, covering Birmingham, Coventry, Dudley, Herefordshire, Sandwell, Shropshire, Solihull, Staffordshire, Stoke-on-Trent, Telford and Wrekin, Walsall, Warwickshire, Wolverhampton and Worcestershire. The procurement has reached tender: Coventry City Council invited offers through an open competitive flexible procedure for a light-touch flexible framework re-opening. Bidders may apply for one or more of six lots; existing framework providers may apply for additional lots or add further children’s residential homes. Tender returns were due by 23 October 2026 at 12:00. The planned award decision date was 17 December 2026 at 23:59. The contract period for each lot runs from 1 March 2027 to 30 October 2029, with a possible maximum extent to 30 October 2035 through two three-year extensions. The estimated framework value is £4,946,000,000 excluding VAT, or £5,935,200,000 including VAT. Evaluation covers price and quality, with mandatory pass/fail requirements at provider and home level for new providers, and at home level for existing providers.

This opportunity suits independent children’s residential care providers with suitable homes and the operational capacity to provide placements across the West Midlands. It is explicitly suitable for small and medium-sized enterprises. New providers must satisfy mandatory minimum standards at provider level before each proposed home is assessed; each home must then pass the relevant requirements to join the framework. Existing framework providers can use the reopening to add service categories or additional children’s residential homes, with each additional home assessed against the mandatory home-level criteria. Relevant expertise may include planned and crisis placements, therapeutic care, residential parenting assessments, regulated education, and care for children with disabilities. Successful homes can support placements commissioned by 14 regional local authorities and trusts through a framework that is intended to reopen at least annually.

This framework is for the provision of children's residential care across the West Midlands region. Coventry City Council is the lead local authority for the framework, which can be accessed by the 14 West Midlands Local Authorities/Trusts and their successors/any successor bodies of any of the 14 entities. The West Midlands Children's Residential Care Framework aims to be the primary means by which residential care placements are sourced in the region from the independent market. This is a framework re-opening and Tenderers are invited to bid for one or more of the Lots. Providers that are already on the framework can apply to be added to an additional Lot(s) and/or apply to add further Children's Residential Homes to the Framework. For example, if a Provider has already been awarded the framework agreement for Lots 1 and 2, they can now apply for Lot 3 and/or Lot 6. Similarly, if a Provider has already been awarded the framework agreement for Lots 1 and 2, they can apply to add another Children's Residential Home(s) to Lots 1 and/or 2 and apply to be added to an additional Lot(s). The tender documents can be downloaded from Coventry City Council's e-tendering portal CSW-JETS via https://sell2.in-tend.co.uk/midlands. This is a Flexible framework, which is being re-opened for a Light Touch Framework under the Procurement Act 2023 (and for the avoidance of doubt NOT as an Open Framework as defined by the Procurement Act 2023). The framework shall be re-opened at least annually and there will be additional re-openings, at any time if in the reasonable opinion of the Council the flexible framework needs to be re-opened to enable the Council and any Placing Authority to discharge their statutory duties in relation to Children in Care and the current number of providers and homes do not offer sufficient capacity in terms of residential placements available across the West Midlands region.

Lot Information

Planned Residential Care

Lot 1 is for the provision of Planned Residential Care placements

Renewal: The initial term of the Framework is for the period of 4 years from commencement (31 October 2025), but may be extended, by mutual agreement by two increments of 3 years. The Framework will be subject to review during the initial term and the results of those reviews will inform the Council's decision as to whether any extension period will be offered.

Crisis Care

Lot 2 is for the provision of Crisis Care placements

Renewal: The initial term of the Framework is for the period of 4 years from commencement (31 October 2025), but may be extended, by mutual agreement by two increments of 3 years. The Framework will be subject to review during the initial term and the results of those reviews will inform the Council's decision as to whether any extension period will be offered.

Residential Care with DFE Regulated Education

Lot 3 is for the provision of Residential Care with DFE Regulated Education placements

Renewal: The initial term of the Framework is for the period of 4 years from commencement (31 October 2025), but may be extended, by mutual agreement by two increments of 3 years. The Framework will be subject to review during the initial term and the results of those reviews will inform the Council's decision as to whether any extension period will be offered.

Residential Parenting Assessments

Lot 4 is for the provision of Residential Parenting Assessments placements

Renewal: The initial term of the Framework is for the period of 4 years from commencement (31 October 2025), but may be extended, by mutual agreement by two increments of 3 years. The Framework will be subject to review during the initial term and the results of those reviews will inform the Council's decision as to whether any extension period will be offered.

Therapeutic Residential Care

Lot 5 is for the provision of Therapeutic Residential Care placements
