Summary of the contracting process

Manchester City Council is planning services to keep temporary accommodation safe, secure and well managed across Manchester. The requirement covers safety and support for individuals and families experiencing homelessness, emergency response to incidents, and stabilisation of accommodation sites. Services will support resident wellbeing, manage risks and contribute to day-to-day accommodation operations. Residents may have complex needs linked to trauma, poor mental health, substance use, domestic abuse and housing instability, so the intended service requires a flexible, sensitive and supportive approach. The procurement is primarily for security services, with a residential health facilities element. It is relevant to providers of supported accommodation, housing support, security, incident response, safeguarding and related wellbeing services able to work across a temporary accommodation portfolio in Manchester.

This procurement is at the planning stage. Manchester City Council expects to use an open procedure for a services contract. The planned contract period is 1 April 2027 to 31 March 2031, with an estimated value of £14,880,000 excluding VAT and £17,856,000 including VAT. The Council expects the next notice on 19 November 2026. Before then, it is seeking market feedback on the proposed service requirements, lot structure and delivery model. Organisations wishing to contribute are expected to submit the preliminary market engagement questionnaire by 11am on 9 October 2026. Completed questionnaire respondents will be invited to a Microsoft Teams market engagement event on 22 October 2026 in the afternoon. The current plan contains one lot.

The planned requirement should suit organisations combining practical safety management with support for people living in temporary accommodation. Relevant preparation includes experience of maintaining secure residential environments, responding to incidents, assessing and managing risks, stabilising sites and supporting day-to-day accommodation operations. Providers with staff skilled in sensitive work involving homelessness, trauma, mental health needs, substance use, domestic abuse and housing instability are likely to be well placed to contribute. The Council is specifically seeking market views on how the services should be defined, divided and delivered, so organisations with experience of comparable accommodation, housing support, security, safeguarding or emergency-response models can help shape the future requirement. Safety and Support Services for Temporary Accommodation, Emergency Response and Site Stabilisation. The Council currently provides a range of temporary accommodation services across Manchester for individuals and families experiencing homelessness. Many residents accommodated within these services may have experienced trauma, poor mental health, substance use, domestic abuse, housing instability, or other complex circumstances that require a flexible, sensitive and supportive approach. To support the effective management of these services, the Council commissions Safety and Support Services across its temporary accommodation portfolio. The service plays an important role in maintaining safe and secure environments, supporting resident wellbeing, managing risks, responding to incidents and contributing to the day-to-day operation of accommodation services. The Council is using the e-business portal known as the Chest. Applicants will need to register their details at the following link www.the-chest.org.uk . Once registered, applicants will be emailed a log-in and password which will allow them to gain access to the documentation relating to this Preliminary Market Engagement. Manchester City Council is conducting a preliminary market engagement exercise to seek feedback from the market on the proposed Safety and Support Services for Temporary Accommodation, Emergency Response and Site Stabilisation. The exercise will assist the Council gather insights in advance of a potential future procurement. Please note this is not a call for competition and Manchester City Council reserves the right not to proceed to procurement. Format of Engagement The Preliminary Market Engagement exercise will be conducted through a questionnaire issued via The Chest e-procurement portal. Interested organisations are invited to review the accompanying Preliminary Market Engagement Brief and Questionnaire and provide feedback on the proposed service requirements, lot structure and delivery model. Next Steps To participate in the Preliminary Market Engagement, please submit the Preliminary Market Engagement Questionnaire - Safety and Support Services for Temporary Accommodation, Emergency Response and Site Stabilisation doc by 11am 9 October 2026. Organisations that submit a completed questionnaire will be invited to attend a Market Engagement Event, which will take place on 22 October 2026 in the afternoon via Microsoft Teams. The event will provide an overview of the proposed service, share key findings from the market engagement exercise, and offer an opportunity to discuss feedback received from interested organisations.
