Summary of the contracting process

City & County of Swansea intends to establish a framework for supplying agency staff to its Child & Family Services (Social Care). The requirement is for temporary personnel supporting children’s and family social care services, covering the council’s developing service specification, contracting process and commercial model. This is a social care staffing and personnel supply service rather than a construction, goods or general consultancy contract. Delivery will be in Swansea, for services managed by the council. The procurement is being developed as a single framework requirement, with the council seeking views from organisations that may be interested in delivering agency staff services. The relevant service categories include temporary personnel supply and health and social work services.

This procurement is at the planning stage: Swansea Council has stated an intention to procure and has not yet issued an invitation to tender. It expects to publish the next notice on 1 February 2027. The intended arrangement is a framework agreement under the light-touch regime, with one lot. The estimated value is £6,000,000 excluding VAT, or £6,072,000 including VAT. The anticipated contract period is 1 June 2027 to 31 May 2029, with renewal provisions allowing it to run to 31 May 2031. The council is conducting a Market Engagement Questionnaire and asks interested organisations to request and return it by 12 noon on 5 October 2026. Responses will inform the specification, commercial model and competitive procurement approach.

The planned framework is likely to suit organisations that can recruit, vet, supply and manage temporary staff for children’s and family social care services in Swansea. Relevant suppliers may include specialist social care staffing agencies, workforce providers and organisations with established networks of qualified personnel for agency placements. The council has explicitly identified the requirement as suitable for small and medium-sized enterprises and voluntary, community and social enterprises, so participation is not framed solely for large national providers. Businesses with experience of supplying reliable social care workers, maintaining safeguarding and workforce compliance, and supporting council or other public-sector staffing requirements should monitor the development and use the market engagement exercise to explain their capacity, service model and relevant experience. No bid can be submitted at this planning stage.
