Summary of the contracting process

The Office of Rail and Road (ORR) is seeking consultancy to benchmark Network Rail’s maintenance and renewals expenditure for 2025–26. The work will use top-down statistical and econometric cost benchmarking to understand what drives expenditure and changes in costs over time, supporting ORR’s assessment of value for money and cost efficiency. The analysis should complement ORR’s bottom-up reviews of Network Rail’s business plans and performance. The work is UK-wide. This is financial management consultancy, focused on expenditure analysis in the rail sector.

ORR invited offers through an open competition. The process reached tender, but a subsequent amendment states that the competition is only accepting submissions from suppliers on the Government Commercial Agency’s Management Consultancy Framework Four, Lot 4 – Finance. The enquiry deadline was 6 October 2026 at 17:00, and the submission deadline was 20 October 2026 at 17:00. The contract is due to run from 2 November 2026 to 28 February 2027, with an option to extend once for up to 12 months. The estimated value is £75,000 excluding VAT (£90,000 including VAT). Methodology is weighted 30%, delivery 25%, experience 25% and cost/value for money 20%.

This opportunity suits consultancy suppliers with access to the named framework lot; suppliers outside GCA Management Consultancy Framework Four, Lot 4 – Finance, are not eligible to submit. ORR is looking for a team combining economic and engineering expertise, with demonstrable experience of comparable projects. The proposal must explain how the supplier will analyse expenditure drivers and apply econometric methods, using sound engineering judgement to identify cost drivers. It must also address data quality, quality assurance and knowledge sharing. Suppliers should be able to work closely with ORR’s project manager, manage risks and dependencies, meet milestones, and allocate suitable resources across delivery stages, with additional capacity available if needed. Consultants’ CVs and examples of relevant organisational experience are required, alongside a fixed-fee proposal with staged price breakdown and applicable day rates.
