Summary of the contracting process

Tees Valley Combined Authority commissioned early contractor involvement services for the Teesside International Airport Station project. The work covers a review of the Engineering Stage 2 design and associated reports, including a gap analysis of work completed so far. The appointed contractor is to provide technical advice on constructability, project risks and opportunities across three shortlisted station locations. Following the review, a formal gateway approval will decide whether the project advances to Engineering Stage 3; subject to approval, the requirement also includes continued early contractor involvement during that stage. This is a professional engineering and construction consultancy service, including railway engineering, delivered in connection with the Teesside International Airport station scheme in the Tees Valley area.

The procurement has been awarded and is complete. Tees Valley Combined Authority selected MORGAN SINDALL CONSTRUCTION AND INFRASTRUCTURE LTD. The award was made on 18 September 2026 for £113,680 excluding VAT, or £136,416 including VAT. The contract is scheduled to run from 1 October 2026 to 1 April 2028, with an option to extend for a further 12 months to a maximum date of 1 April 2029. It was a below-threshold procurement and covered one lot. The contract includes a gateway decision on progression from Engineering Stage 2 to Stage 3, with continuation of the contractor’s services subject to approval. A contract signature milestone was scheduled for 28 September 2026.

This award indicates demand for contractors able to support rail infrastructure projects before construction, combining engineering review with practical constructability advice. A credible competitor for a future requirement would need railway engineering expertise, construction knowledge and the ability to scrutinise developed designs and supporting reports. It would also need to identify gaps, assess delivery risks and opportunities, and compare the feasibility of several potential station locations. Experience working through staged design development and formal gateway approvals would be relevant, as would the capacity to provide advisory services beyond the initial review if the project progresses. The successful supplier’s scale and construction capability suggest that bidders may need a suitably experienced multidisciplinary team able to connect design assurance with buildability and delivery planning.
