Summary of the contracting process

Oxford Health NHS Foundation Trust is developing an Estates and Facilities Dynamic Market for works across its health estate. The scope is expected to cover construction and building works, including demolition, refurbishment, extensions, reconfiguration and new buildings; electrical installations; mechanical installations; roofing; external works such as landscaping, resurfacing, car parks, fencing and street furniture; net-zero engineering installations; and modular buildings. Net-zero examples include solar panels, electric vehicle charging points, and ground- or air-source heat pumps. The procurement is classified as health-related construction work (CPV 45215100). The Trust intends the market to accommodate SMEs, VCSEs, regional providers, specialist contractors and national organisations, with access potentially arranged through different value bands.

This procurement is at the planning and preliminary market engagement stage, not a call for competition. The Trust expects to use a Dynamic Market, with its design informed by supplier feedback on value bands, selection requirements, evaluation, lotting, SME access, social value and sustainability. The estimated total value is £47.5 million excluding VAT, or £57 million including VAT. Proposed bands range from £135,000 to £250,000, £250,000 to £500,000 and £500,000 to £1 million in the primary tier, and from £1 million to £5 million, £5 million to £10 million and £10 million to £20 million in the upper tier. The buyer expects engagement in October and November 2026, design finalisation in November 2026, tender publication between December 2026 and January 2027, and go-live between January and February 2027.

The process is likely to suit contractors able to deliver one or more Estates and Facilities disciplines, from construction and building engineering through electrical, mechanical, roofing, external works, modular buildings and low-carbon installations. Relevant preparation includes demonstrating capacity and capability at an appropriate scale, as the Trust is considering tiered access for organisations of different sizes. Specialist contractors, regional providers, national organisations, SMEs and VCSEs are all expressly within the intended market. Suppliers can help shape the proposed Dynamic Market by commenting on banding, financial thresholds, selection requirements, lotting, evaluation, social value, sustainability and specialist categories. The Trust plans questionnaires, written submissions, webinars and suitable one-to-one discussions before the future market is established.
