Summary of the contracting process

Tower Hamlets is seeking a main works contractor to develop the former Bradwell Street Garage site in Bethnal Green East, London, into a new affordable housing scheme. The works comprise seven purpose-designed large family homes, each with four bedrooms, including one wheelchair-accessible four-bedroom home for eight people meeting the M4(3) standard. The scheme is intended to increase the supply of affordable homes in the borough and respond to homelessness, overcrowding and the needs of disabled residents. Construction work is the main category. The site is a constrained infill plot adjacent to Network Rail in Bradwell Street, London E1 4BY. The development follows non-accredited Passivhaus principles, with a focus on energy efficiency and sustainability, and is commissioned by Tower Hamlets.

The procurement has reached tender: Tower Hamlets invited offers through a below-threshold open competition. It is a single-lot works contract. Enquiries were due by 2 November 2026 at 5pm, and tenders were due electronically by 6 November 2026 at 12 noon via the London Tenders Portal. The contract period is from 1 February 2027 to 1 August 2028, covering the construction programme and stated post-completion period. The estimated value is £4,194,210 excluding VAT, or £5,033,052 including VAT. Evaluation is based on quality at 60%, social value at 10% and price at 30%. Bidders must meet the PSQ and ITT conditions, including demonstrating suitable previous experience of delivering construction programmes.

This opportunity suits construction contractors with experience delivering housing programmes from design development through to practical completion, particularly on constrained urban infill sites. Relevant capability includes managing works beside Network Rail or other public assets, addressing Build Adjacent to Public Assets risks, and coordinating safely within a restricted site. Suppliers should be able to deliver multiple large family homes, including a wheelchair-accessible M4(3) dwelling, and incorporate energy-efficient design principles aligned with Passivhaus requirements. The scheme also calls for sufficient programme and site-management capacity to complete the main works and support the defects liability period. Small and medium-sized enterprises are identified as suitable bidders. Strong qualitative and social-value responses will be important because together they account for most of the evaluation.

Notice Title

HAR6096 Bradwell Street Garages Development - New Housing Development Scheme

Notice Description

Site Location: Former Bradwell Street Garage site, London, E1 4BY, Bethnal Green East ward. The development of this new housing scheme directly supports the Council's strategic priority to increase the supply of affordable homes within the borough and address the growing challenges of homelessness and overcrowding. It aligns with the Council's new 10-year Housing Strategy, More Homes. Better Homes. Safer Homes, which outlines the ambition to deliver high-quality homes for local residents. With over 30,000 households currently on the Council's housing register, many families face significant difficulties in securing homes that are safe, secure, and suitable for their needs. The Bradwell Street development will deliver seven intentionally designed large family homes, all comprising four bedrooms. This includes one 4-bedroom, 8-person M4(3) wheelchair-accessible home, specifically designed to meet the needs of residents identified through Project 120--Tower Hamlets' initiative supporting the borough's most acutely disabled families. This purpose-built scheme places residents at the centre of the design process, ensuring that the needs of end users are fully considered and incorporated. The development has been designed in accordance with non-accredited Passivhaus principles, promoting enhanced energy efficiency and sustainability. The site is located adjacent to Network Rail on a constrained infill plot. The proposed construction programme reflects the challenges associated with Build Adjacent to Public Assets (BAPA) risks, with an estimated duration of approximately 18 months from groundbreaking to practical completion. The main works contract is expected to remain in place for a further 12 months post-practical completion to cover the defects liability period.
