Summary of the contracting process

Wellington Town Council is procuring site preparation and construction works for the Longforth Farm allotments in Wellington. The core works cover clearing, preparing and setting out allotment plots, retaining internal access routes as grass paths, and building a car park with a compacted Type 1 sub-base and gravel wearing course. The contractor will also define plots with treated timber posts, relocate the entrance gate, install fencing and a pedestrian gate, provide plot numbering and signage, and mow plots ready for tenancy. Separately priced options include cultivating plots, 35 concrete shed bases, surfaced internal paths, 35 sheds, a mains water connection and three water standpipes. The buyer is Wellington Town Council.

The procurement has reached tender: the council invited offers through a below-threshold open competition. It is a single works package. Enquiries had to be submitted by 9 October 2026 at 12:00, and tenders were due by 20 October 2026 at 12:00. Tenders were to be sent by email to tenders@wellingtontowncouncil.co.uk. The contract is scheduled to run from 8 December 2026 to 8 March 2027. Its estimated value is £63,000 excluding VAT, or £75,600 including VAT. The council will evaluate bids primarily on price, weighted at 90%, with references and quality weighted at 10%. The package is identified as site preparation work.

This opportunity suits small and medium-sized contractors able to undertake groundworks and practical site establishment for community facilities. Relevant capability includes site clearance, setting out and preparing multiple plots, constructing compacted aggregate surfaces and concrete bases, installing treated timber posts, fencing, gates and signage, and managing access arrangements. Suppliers should be able to deliver grass and surfaced pathways, allotment infrastructure, sheds and basic water-supply works, including standpipes. The requirement favours businesses that can coordinate several trades and complete a prepared, safe and usable allotment site. Contractors should be able to demonstrate relevant references and quality through their tender, as these form part of the evaluation alongside the price. The separately priced options may suit firms with broader delivery capacity.
