Summary of the contracting process

Norfolk County Council plans a multi-provider framework for road safety education, driver training and rider training, supporting behaviour change and casualty reduction. The scope includes commercial driver and rider training and assessments; online and classroom or on-road National Driver Offender Retraining Scheme (NDORS) courses; instructor training and mentoring; and support for people seeking to become licensed NDORS trainers. NDORS provision covers courses such as speed awareness, motorway awareness, seatbelt, rider risk awareness, What’s Driving Us and safe and considerate driving. Commercial activity includes taxi driver assessments, minibus assessments, older-driver guidance, driver development and rider development sessions. The services will be delivered across Norfolk, including Norwich, East Norfolk, North and West Norfolk, Breckland and South Norfolk.

This is a planned procurement: the council has set out its intention to establish the framework, but has not yet issued an invitation to tender. It expects to use an open procedure for an above-threshold services contract. The framework is divided into five lots: commercial delivery; full NDORS online delivery; full NDORS classroom and on-road delivery; instructor training and mentoring; and the NDORS provisional licence. The council’s indicative dates are 3 November 2026 for responses and 1 December 2026 for the award decision, with service commencement expected on 1 April 2027. The estimated framework value is £2.1 million excluding VAT (£2.52 million including VAT) across all lots, with no guaranteed work or spend per lot. The initial term is expected to run to 31 March 2030, with extensions potentially taking the maximum term to 72 months.

The procurement is likely to suit specialist driver and rider training providers, approved driving instructors, NDORS course operators and organisations able to train or mentor instructors. Suppliers may prepare for one or several lots, as all five lots are identified as suitable for small and medium-sized enterprises. Relevant capability includes delivering commercial driver, rider and fleet-related assessments; providing NDORS courses through online, classroom and on-road formats; and supporting new NDORS trainers through licensing and training. Providers will need to work in line with UKROEd and Norfolk County Council policies and procedures for the NDORS services. Experience in road safety education, behaviour-change training, casualty reduction, instructor development, taxi and minibus assessment, or rider development would be directly relevant when the tender reaches the market.

Norfolk County Council's Public Health Road Safety Team commissions road safety education, driver training and rider training programmes that support behaviour change and casualty reduction. These services include NDORS delivery on behalf of Norfolk Constabulary and commercial driver and rider training. The Council's current framework for the provision of approved driving instructors and trainers ends on 31st March 2027 and the Council will be seeking to establish a new multi provider framework with a revised delivery structure that will commence delivery on 1st April 2027. The figure stated below is an estimate over the life of the framework. This figure represents the value across all Lots. There is no guarantee of work or to the level of spend under each Lot of the framework

Commercial Delivery

Full NDORS Licence - Online Delivery

Delivery of NDORS in line with UKROEd and NCC policies and procedures. These courses include National Speed Awareness Course (NSAC), What's Driving Us, (WDU) National Rider Risk Awareness Course (NRRAC), National Motorway Awareness Course (NMAC) and National Seatbelt Course (NSC).

Options: Should the Council receive additional funding for the provision of services not included within the scope of the original tender, the Council reserve the right to purchase these services via the framework.

Subject to the availability of funding the Council reserves the right to extend the term of the framework by up to 36 months. These courses include: NDORS: National Speed Awareness Course (NSAC), What's Driving Us, (WDU) National Rider Risk Awareness Course. (NRRAC) and Safe and Considerate Driving (SCD), National Motorway Awareness Course (NMAC) and National Seatbelt Course (NSC).[NH11.1] Commercial: Guidance for Older Drivers (GOLD), taxi driver assessments, driver development sessions, minibus assessments, and rider development sessions.
