Summary of the contracting process

The Department for Infrastructure’s Training Centre is buying large goods vehicle driver training and assessment for its staff, covering BE, C1, C1E, C and CE categories. Training and testing are to take place near each candidate’s workplace, across three service areas in Northern Ireland: the Londonderry area, the Craigavon area and the Belfast area. Coverage includes the department’s roads depots and specified Rivers offices in each area. This is vocational and technical driver training, including the associated assessment, rather than a vehicle supply contract. Suppliers can tender for work serving one or more of the three areas, with delivery tied to the relevant local test centre and the listed depots and offices.

The buyer invited tenders through an open procedure for a closed framework agreement, with up to two providers ranked for each of three lots. The first-ranked provider is offered work first; the second may be approached if the first cannot meet operational requirements. Enquiries were due by 12 October 2026 at 15:00, and tenders by 19 October 2026 at 15:00. The award decision was due by 2 November 2026. Each lot has an estimated value of £152,586 excluding VAT (£183,104 including VAT) for the Londonderry and Craigavon areas; the Belfast lot is £152,586 excluding VAT (£182,104 including VAT). Each contract starts on 2 November 2026 for one year, with three possible 12-month extensions, subject to review and satisfactory performance. Evaluation weights cost at 70%; maintenance facilities, technical capability and social value each carry 10%.

This opportunity suits providers able to deliver and assess several categories of large goods vehicle training and operate across the area they bid for. A suitable bidder will need technical capability and a maintenance facility, both scored in the evaluation, and will need to address social value. Local delivery matters: candidates must be trained and tested near their workplace, through the Londonderry, Craigavon or Belfast test-centre areas. The framework allocates providers by ranked order, so suppliers need capacity to accept work when approached and complete it within the department’s operational timescales; the second-ranked provider may receive work if the first cannot do so. The stated technical selection criterion is further detailed in the tender documents. Suppliers should account for the possibility that actual work under the framework is not guaranteed.
