Summary of the contracting process

South Yorkshire Fire and Rescue Authority is procuring planned and responsive maintenance of fire detection and fire alarm systems across the South Yorkshire Fire and Rescue Service property portfolio, alongside servicing and general maintenance of portable fire extinguishers. The work supports the Service’s fire engineering provision and covers both scheduled upkeep and responses to maintenance needs. It includes fire-alarm systems and maintenance of electrical building installations. Delivery is in South Yorkshire. The procurement is reserved for suppliers with a substantive business presence in the S or DN postcode areas, with contract delivery based from premises in those areas. The buyer requires bidders to identify their local office or depot and explain how that location will support delivery.

The buyer invited offers through an open below-threshold competition. The single-lot tender has an estimated value of £100,000 excluding VAT (£120,000 including VAT). The submission deadline set by the buyer was 21 October 2026 at 12:00. The contract period is 4 January 2027 to 3 January 2030, with an extension option potentially taking it to 3 January 2033, subject to satisfactory performance and mutual agreement. The evaluation gives quality a 60% weighting and cost 40%. Suppliers must show they operate from premises in the S or DN postcode areas and will deliver from that local business presence; responses that do not meet this condition will not be evaluated. Approved remedial works and replacement of parts or alarm systems are also possible.

This opportunity is suited to fire protection and building-services maintenance contractors able to maintain fire detection and alarm systems and service portable extinguishers across a property portfolio. Suppliers need a substantive operating presence in the S or DN postcode areas, with premises there from which the work can be delivered; a local office or depot address and an explanation of its role in delivery are required. The scope calls for capacity to undertake both planned maintenance and responsive work, including general extinguisher maintenance. Contractors should also be equipped to carry out remedial work and replace parts or alarm systems when the client approves it. Small and medium-sized enterprises and voluntary, community or social enterprises are identified as suitable to compete, provided they meet the local-presence requirement. The evaluation places greater weight on quality than cost.
