Summary of the contracting process

Wymondham Town Council is procuring infrastructure works for a proposed new allotment site at Tuttles Lane West, Wymondham, Norfolk. The work covers construction of the site entrance and access road, passing places, shared car park and drainage, with surfacing, reinstatement and associated hedge works. It also includes deer-proof perimeter fencing and gates, common access areas, mown grass paths, minor groundworks and waste removal. An optional package covers landscaping and biodiversity features, including native hedging and meadow or grassland establishment. This is a civil engineering and site infrastructure project, with road, drainage, fencing and landscaping elements. Individual allotment plots and their cultivation, plot divisions and fencing, water infrastructure, sheds, greenhouses and communal buildings are outside the scope.

The Council invited competitive offers through an open competition. Tenderers were asked to price each package separately, the combined package prices and the whole project; the Council may award the work as one contract or separate packages. The estimated value is £95,000 excluding VAT (£114,000 including VAT). Clarification questions were due by 5pm on 9 October 2026, and tenders by 5pm on 16 October 2026, submitted by email. The planned contract period is 4 January to 30 April 2027. Evaluation weights price at 80%, methodology and quality at 10%, and programme and delivery at 10%. Award and commencement depend on planning permission and other required approvals; the planning application was still under consideration when tenders were invited. The Council may revise the scope, defer award or decide not to proceed with some or all of the work. Optional landscaping works are subject to a separate price and written instruction.

The opportunity suits civil engineering and construction contractors able to deliver access roads, car parks, drainage and associated external works; fencing contractors; and landscaping or ecological specialists, particularly for the optional package. SMEs are considered suitable, and bidders may tender for the packages relevant to their capabilities. Applicants need comparable experience in the work types they bid for, along with the competence, resources and capacity to complete them safely. The Council expects appropriate insurance and compliance with health and safety, construction design and management, environmental and statutory requirements. Bidders should be able to supply plant, labour and supervision, manage site constraints, coordinate with the Council, consultants, the Highway Authority and other contractors, and demonstrate quality control, testing, certification and handover arrangements. Proposals should give a credible methodology and delivery programme.

The works comprise: Package A: site entrance from Tuttles Lane West, access road, passing places, formation, sub-base, surfacing, drainage, reinstatement and shared car park, including accessible parking spaces and associated hedge works; Package B: approximately 2m high deer-proof perimeter fencing and gates; Package C: common access areas, mown grass paths, minor groundworks, waste removal and final reinstatement; and Package D: optional landscaping and biodiversity works, including native hedging, grassland/meadow and ecological features. Tenderers are invited to price each package individually, the total of the individual packages and the whole project. The Council reserves the right to award the works as a single contract or as separate packages, subject to value for money and the Council's procurement requirements. The planning application remains under consideration at the date of this tender. The tender is being undertaken to obtain competitive prices and establish the anticipated cost of the works. Any contract award and commencement of works will be subject to the necessary planning permission and other statutory, regulatory and third-party approvals. The Council reserves the right to require reasonable amendments to the scope following the planning decision, defer award or commencement, or decide not to proceed with any part of the works. The works exclude individual allotment plot preparation and cultivation, plot fencing and divisions, individual plot sheds or greenhouses, borehole and pump installation, water tanks and distribution infrastructure, and communal buildings, storage and associated fit-out.

Options: Optional Package D - Landscaping and Biodiversity Works The procurement includes an optional package for landscaping and biodiversity works associated with the proposed new allotment site. The optional works may include native hedging, grassland/meadow establishment and associated ecological features. The Council may, at its discretion, instruct all, some or none of the optional landscaping and biodiversity works, subject to the outcome of the planning application, any planning conditions or other statutory requirements, available funding and the Council's decision to proceed. Tenderers are required to provide a separate price for the optional Package D works. The Council reserves the right to include, omit or amend the optional works when determining the final scope of the contract. The option will only be exercised if the Council confirms in writing that the relevant works are to proceed and any necessary approvals have been obtained.
