Summary of the contracting process

Cambridge City Council is seeking building contractors to carry out internal and external repairs at 4–6 Short Street in Cambridge. The work includes masonry and brickwork repairs, roofing, joinery and timber repairs, drainage, ventilation, decoration and associated remedial work, as well as specialist basement waterproofing. The waterproofing contractor must design this element to meet the specified Grade 3 performance requirements under BS 8102:2022. The property is assisted living accommodation and will remain occupied during the works, so the contractor must plan and manage delivery around residents’ continued occupation. The premises are subject to listed building consent, and the works must follow the approved proposals. The scope also includes asbestos information that contractors must consider when planning work.

The council invited offers through an open competition for works. The enquiry deadline was 9 October 2026 at 10:00, and the offer deadline was 14 October 2026 at 17:00. The contract period was set to run from 26 October 2026 to 14 June 2027. The stated tender value is £95,000 gross. The work is arranged as one lot. Evaluation is weighted 60% for quality and 40% for price. Electronic submission was allowed. The procurement is below the applicable threshold.

This opportunity suits a building contractor able to coordinate a varied package of repairs in an occupied residential setting, with careful scheduling and management to maintain assisted living accommodation during construction. Relevant capability includes masonry and brickwork, roofing, joinery and timber repairs, drainage, ventilation, decoration and associated remedial work. Contractors also need specialist basement waterproofing design capability and the technical expertise to meet BS 8102:2022 Grade 3 requirements. Experience working to listed building consent and approved proposals is relevant. The contractor must take account of known asbestos-containing materials and arrange further inspection of areas inaccessible during the survey before disturbing them. The quality-led assessment places greater weight on the quality of the proposed delivery than on price alone.
