Summary of the contracting process

Whittington Health NHS Trust’s non-emergency patient transport service supports patients who cannot safely use public transport to attend hospital appointments and other healthcare facilities. Transport may include escorts and medical equipment where authorised. The modified arrangement also brings together the linked patient eligibility, assessment and booking service: requests are handled by phone and electronic channels, and patients are assessed against eligibility criteria before transport is booked. The two elements serve the same patient group and pathway. Delivery is for the Trust in London, including its hospital, clinics and associated healthcare facilities. The transport and booking functions are now covered by one agreement with the existing provider, consolidating services that had previously been arranged separately.

The contract was awarded to DHL Supply Chain Limited and is active. Whittington Health NHS Trust signed the modification on 28 August 2026; it took effect on 1 September 2026. The modified contract value is £15,005,996. The original term ran from 8 September 2019, and the modified term runs to 31 August 2027, including a six-month extension and an option for a further six months. The initial extension is estimated at £1,076,000 excluding VAT; the initial and optional extension periods together are estimated at £2,152,000 excluding VAT. The extension supports continuity while a procurement is ongoing. The contract was called off under a framework for patient eligibility and booking services and non-emergency patient transport. The Trust relied on the Provider Selection Regime’s modification rules; the change consolidates linked services without materially changing the contract’s character.

This award demonstrates demand from Whittington Health NHS Trust for an integrated non-emergency patient transport pathway, combining clinically overseen eligibility assessment and booking with transport to hospitals, clinics and associated healthcare facilities. A credible competitor would need to manage both connected service elements, including responsive telephone and electronic booking, consistent application of patient eligibility criteria, and safe transport for patients whose medical conditions prevent them from using public transport. The service may require staff able to support patients and handle escorts or medical equipment when authorised. The existing provider already delivered the assessment and booking element as well as transport, so the arrangement favours suppliers able to coordinate operationally dependent services under one accountable contract. Experience managing patient volumes, service continuity and performance across a healthcare transport operation would be relevant to competing for this requirement when it returns to market.

Notice Description

Lot Information

Lot 1

Following the modification, the NEPTS contract brings together both related service elements, both within the scope of the framework agreement under which it was awarded, which was established for "patient eligibility and booking services (lot 1) and non-emergency patient transport services (lot 2)".

Patient transport services (Lot 2). Patient Transport Service is the provision of transportation to and/or from hospital (and its constituent/associated clinics and other healthcare facilities) of patients (including but not limited to escorts and medical equipment where instructed or otherwise authorised by the Booking Provider) who, due to their medical conditions, require the skills or support from patient transport staff as they would otherwise not be able to attend their appointments and/or where use of public transport would have a detrimental effect on their health.

Patient eligibility and booking services (lot 1). The aim of the Booking Service is to take requests for PTS from patients, healthcare providers and carers, through electronic means and via telephone in accordance and in the manner set out in the Specification. The Contractor will be responsible for applying the Eligibility Criteria for each booking to ensure that transport is only provided to patients meeting the eligibility criteria.
The framework was structured so that Lot 1 and Lot 2 operate as adjacent elements of the same patient pathway. Both elements serve the same NEPTS cohort, within the same pathway and for the same commissioned purpose.
