Summary of the contracting process

Historic Environment Scotland is seeking graphic design services for its official souvenir guidebooks and other retail publications. The work is associated with one lot and is to be delivered in Scotland. This is design work for publications linked to the organisation’s heritage remit; the stated requirement is for graphic design rather than printing or publication supply. Historic Environment Scotland is the buyer. Suppliers whose work covers graphic design and the production of retail or visitor-facing publications are the closest fit. The requirement also asks suppliers to consider community benefits they could bring to the contract.

The buyer invited offers through an open procedure, and the tender evaluation is weighted 60% for quality and 40% for price. The submission deadline was 23 October 2026 at 12:00 UK time; the evaluation period was due to start at that time. The initial contract period is two years, with two possible one-year extensions. The buyer also reserves options to request additional deliveries or extensions of existing supplies or installations. Bids had to be submitted electronically in English, with variants not allowed. Financial standing is assessed using a business credit report or, if that is unavailable, audited accounts for the last full financial year. Required insurance cover is £5 million employers’ liability, £10 million public liability and £5 million professional indemnity.

The opportunity suits graphic design businesses with experience producing guidebooks, souvenir publications or other retail publications, and the capacity to deliver additional work if requested. Suppliers need to demonstrate adequate financial strength, with credit information or audited accounts available for assessment, and hold the specified employers’ liability, public liability and professional indemnity insurance. Quality is the more heavily weighted part of the evaluation, so a strong design offer is central to competing, alongside a competitive price. Historic Environment Scotland cannot accept suppliers’ terms and conditions and will not negotiate at award or after the contract is awarded. Suppliers are also asked to consider community benefits they could contribute to the contract.
