Summary of the contracting process

Leicestershire Partnership NHS Trust commissioned general anaesthesia for patients receiving electroconvulsive therapy (ECT), including pre-treatment checks of physical examination records to assess suitability and safety. The service also supports mental health staff during anaesthetic procedures and emergencies, and supervises patients’ recovery after treatment. Each ECT session is supported by a consultant anaesthetist and a qualified operating department practitioner or anaesthetic nurse, with oversight from a lead consultant anaesthetist and support from the Trust’s recovery staff. The principal delivery site is the ECT suite at Bradgate Mental Health Unit. Where clinically necessary and agreed, treatment may take place in the main theatres’ anaesthetic room at Glenfield Hospital, where enhanced anaesthetic support is available.

The procurement is complete and the contract has been awarded to University Hospitals of Leicester NHS Trust. The Trust’s confirmation says the service was awarded under the Health Care Services Provider Selection Regime, using a direct award without a competition: it considered the integrated existing service, systems and processes meant there was no realistic alternative provider. The contract was signed on 1 April 2026 and is active, with a two-year term from April 2026 to March 2028. Its value is £355,920. The award assessment placed all weight on quality, specifically the absence of a realistic alternative provider, and none on cost. The process had one bid, and the lot is recorded as cancelled; this conflicts with the active award and contract status.

For suppliers considering similar anaesthesia work for Leicestershire Partnership NHS Trust, this award shows that ECT provision is treated as a clinically integrated service rather than a standalone supply. Credibility would depend on providing consultant anaesthetist leadership, qualified operating department practitioner or anaesthetic nursing cover for every session, and access to lead-consultant supervision. Providers would also need the capability to review pre-ECT examination records, advise mental health staff during procedures and emergencies, and supervise post-anaesthetic recovery. Familiarity with ECT workflows and coordination with the Trust’s mental health and recovery teams would be important. The buyer’s stated rationale centred on continuity and integration, so a future competing provider would need to demonstrate how its clinical staff, systems and processes can work safely within those arrangements. The recorded single bid indicates limited competition in this award.
