Summary of the contracting process

The College of Agriculture, Food and Rural Enterprise (CAFRE) is seeking a supplier to provide operational, administrative and logistical support for visits to Innovation Farms delivered through the Sustainable Agricultural Programme. This is a service supporting farm visits within an agricultural innovation and knowledge-transfer programme. The supplier will support delivery of the visits; CAFRE retains responsibility for selecting the farms, setting technical content and ensuring policy alignment. The work is for locations in the United Kingdom. The procurement is managed centrally for CAFRE by Northern Ireland’s Construction and Procurement Delivery, Supplies and Services Division.

CAFRE invited tenders through an open procedure. Suppliers were required to submit electronically through the eTendersNI opportunity; paper bids were not accepted. The deadline for questions was 13 October 2026 at 3pm, and the tender submission deadline was 22 October 2026 at 3pm. The contract was scheduled to run from 16 November 2026 to 15 November 2029, with one optional extension of up to 24 months, subject to review and satisfactory performance. The estimated value is £1.9 million excluding VAT (£2.28 million including VAT). There is one lot. Evaluation weights are 70% quality and social value and 30% price: criteria cover key personnel experience, programme delivery, recruitment and promotion, contract management and continuity, and social value. The award decision was expected by 12 November 2026.

This opportunity suits suppliers able to organise and support visits to working farms, combining dependable administration and logistics with the ability to deliver a structured programme. Bids are assessed on the experience of key delivery personnel and the approach to programme implementation, so relevant experience coordinating events, visits or agricultural knowledge-transfer activity will be useful. Suppliers need a credible plan for recruiting participants and promoting the visits, as well as robust contract management and business-continuity arrangements. Social value contributes to the quality assessment, alongside delivery and management capability; price accounts for less than a third of the evaluation. The single-lot contract is substantial in scope and runs over several years, with a possible further extension, making capacity to maintain consistent support over an extended service period commercially relevant. Selection includes a technical criterion.
