Summary of the contracting process

Procurement for Housing Ltd (trading as PfH Scotland) has established a Dynamic Purchasing System for capital works and associated services for its members across Scotland. The work covers whole-house projects and separate categories for kitchens, bathrooms, heating, electrical work, windows and doors, insulation, roofing, painting and decorating, disability adaptations, skips and waste collection, and scaffolding. Suppliers can seek qualification in one or more categories. PfH Scotland acts as a central purchasing body; the system can be used by its members, including housing providers, Scottish public authorities and local authorities, as well as other eligible contracting authorities. Individual members define the requirements, delivery model and contract form when they invite tenders for specific work.

The process reached the tender stage: PfH Scotland invited suppliers to apply electronically through its procurement portal to qualify for the Dynamic Purchasing System. Qualified suppliers may then be invited by PfH members to tender for specific projects, whose specifications and contract arrangements are set by the member. The system was intended to run for an initial five years, with an option to extend by up to a further five years. It is divided into 12 work categories, and suppliers may apply for one or more. The published information gives no single project value or evaluation basis: these are determined for each subsequent invitation to tender. No enquiry or submission deadline is stated for this system-level qualification.

This opportunity is suited to contractors and service providers working in housing capital improvements, building services, repairs and associated delivery. Relevant capabilities may include whole-house refurbishment or specialist delivery in kitchens, bathrooms, heating, electrical installations, windows and doors, insulation, roofing, decorating, disability adaptations, waste collection or scaffolding. Suppliers can target the categories that match their expertise rather than applying across the full range. The system creates a route to compete for later projects from PfH members, including registered social housing providers and public bodies in Scotland. The nature, scale and delivery requirements of each project will be set by the member at the later tender stage, so suppliers should be positioned to respond to project-specific specifications and contract terms.
