Summary of the contracting process

Choice Housing Ireland Limited is procuring a develop-and-construct building works contract for 36 new social homes at 2–28 Shore Road, Belfast: 18 houses and 18 apartments. The work includes completing the technical design and construction, plus associated parking, landscaping and site works, utilities, services, roads and drainage infrastructure. The appointed team must provide an integrated design team to complete the technical design from the client’s works information and coordinate all design disciplines to meet statutory and regulatory requirements. The project is intended to progress through handover and into use. This is a housing construction project, rather than a standalone design commission; design and construction capability, and delivery of the associated site infrastructure, are all within scope.

The buyer invited offers through a competitive flexible, selective procedure. The participation stage requires a completed selection questionnaire and invitation-to-participate documents, after which suppliers are shortlisted for tendering. The deadline for enquiries was 16 October 2026 at 12:00, and the deadline to express interest was 23 October 2026 at 12:00. The estimated contract value is £6,750,000. The contract period is 31 March 2027 to 29 December 2028. Award is assessed on price (60%), quality (30%) and social value (10%). The contract uses the NEC4 Engineering and Construction Option A priced-with-activity-schedule form, on a develop-and-construct basis. Electronic submission is permitted, and submissions are in English.

This requirement suits a construction supplier able to assemble and manage a coordinated team of subcontractors and supply-chain partners, working collaboratively with Choice as the client. The team needs to combine technical design completion with construction delivery for a mixed scheme of houses and apartments, including the related site infrastructure and external works. An integrated design capability is important: disciplines must be coordinated and the completed design must comply with statutory and regulatory requirements. Suppliers should also be able to work to performance indicators, undergo regular performance assessments and demonstrate continuous improvement, alongside safe and efficient delivery. The procurement is structured to shortlist participants before tendering, so firms should be prepared to complete the participation questionnaire and associated documents and, if shortlisted, submit a tender addressing price, quality and social value.
