Summary of the contracting process

Betsi Cadwaladr University Health Board is buying turnkey mechanical and electrical works to replace the heating plant serving the Pharmacy Department at Wrexham Maelor Hospital. The project involves removing three existing natural-gas boilers and installing three new boilers in the second-floor Pharmacy Plantroom. Work includes modifying and reconnecting pipework and services, integrating the installation with the existing building management system, making necessary electrical alterations, testing and commissioning, and providing record drawings and operation and maintenance manuals. Associated builders’ work, project management, site supervision, logistics, waste disposal and stakeholder coordination are also included. The work will take place at Wrexham Maelor Hospital in Wrexham, within an operating hospital and pharmacy environment.

The buyer invited offers through an open competition, managed by NHS Wales Shared Services Partnership on behalf of Betsi Cadwaladr University Health Board. The procurement is for one package of works. The buyer set 9 October 2026 at 12:00 for enquiries and 15 October 2026 at 12:00 for bid submissions. The contract period runs from 13 November 2026 to 31 March 2027. The estimated value is £80,000 excluding VAT (£96,000 including VAT). Bids are assessed on a weighted basis: commercial considerations count for 60% and technical quality for 40%.

This requirement suits a mechanical and electrical contractor experienced in boiler replacement and turnkey plantroom installations, with the qualifications and practical capability to deliver work in a live hospital. The contractor must phase the installation so that two of the three boilers remain operational throughout, preserving heating service to the Pharmacy Department. Strong planning, site supervision, health and safety management, logistics and stakeholder coordination are important, including the ability to manage restricted access and agree any temporary service interruptions with the Health Board. The appointed contractor must act as Principal Contractor under the Construction (Design and Management) Regulations 2015 and prepare and implement a Construction Phase Plan. Relevant experience and competence in gas safety, commissioning, building management system integration, Health Technical Memoranda and applicable statutory requirements will be important.
