Summary of the contracting process

East Riding of Yorkshire Council is planning a one-year service to support voluntary, community and social enterprise (VCSE) organisations and prevention work across the East Riding of Yorkshire. The proposed scope combines administration of resilience and community coordination grants, including grant decisions, payments, due diligence, monitoring and reporting; VCSE infrastructure and organisational development, such as governance, volunteering, leadership, training, funding advice and sector representation; and independent participatory research to help shape a future VCSE model. The Council is also considering whether a separately funded Inclusion Health function should be included alongside the infrastructure work or priced separately. The arrangements are intended to maintain essential support while the Council and sector develop longer-term approaches to collaboration, prevention and investment.

This is at preliminary market engagement and planning stage: the Council is gathering views before deciding its commissioning and procurement approach; there is no invitation to tender. It intends to hold an in-person engagement event in Beverley on 15 October 2026, and invites questionnaire responses by 19 October 2026. The Council expects to publish a future notice by 11 January 2027. The proposed contract is expected to run from 1 April 2027 to 31 March 2028, with a possible extension to 30 September 2028. Its indicative value is £415,833 excluding VAT (£499,000 including VAT). The arrangement is currently described as one coordinated service, but scope, budget, structure and timetable may change after engagement and approvals. The Council is seeking views on potential lots, pricing and procurement structure.

The proposed work is suited to VCSE organisations and other suppliers with experience supporting community organisations, developing organisational capability and delivering prevention or resilience activity. Relevant strengths include grant programme administration, due diligence, grant payments, performance monitoring and reporting, alongside governance advice, volunteering, leadership and training support, funding advice and strategic representation of the VCSE sector. The independent research element calls for the ability to listen to and work with VCSE organisations to develop a future partnership model. The Council particularly wants to understand how smaller, specialist and locality-based organisations can take part meaningfully in delivery and governance, including through partnerships or consortia. Suppliers should consider how to deliver across the East Riding’s geographically large and diverse area and how to manage independence, accountability and conflicts of interest. East Riding of Yorkshire Council is undertaking preliminary market engagement in relation to a proposed one-year VCSE Prevention plus 6 month extension and Infrastructure Development Contract commencing on 1 April 2027. The proposed arrangements will maintain continuity of essential VCSE support while enabling the Council and the sector to develop and test longer-term approaches to collaborative working, prevention and investment across the East Riding. The Council is currently considering a coordinated service with three connected requirements: Prevention and resilience grant administration: Administering relevant funding under the proposed VCSE Prevention and Investment Framework. The delivery of resilience and community coordination activity for residents, alongside grant decision-making process, grant payments, due diligence checks, performance monitoring, reporting and gathering intelligence. VCSE infrastructure and organisational development: Support offer for VCSE organisations, organisational development, governance support, volunteering, leadership and training, funding advice, and strategic sector representation. Independent VCSE Participatory Research: An independent piece of work focused on listening to and understanding the sector and working with it to shape what a future East Riding VCSE model could look like from April 2028 onwards. A separately funded Inclusion Health function is also currently delivered through the existing contract. The Council is seeking views on whether this should sit alongside the infrastructure requirement or be separately priced as an additional requirement. The Council is seeking views on the proposed scope, deliverability, market capacity, indicative costs and procurement structure, including the appropriate separation and boundaries between the requirements. The Council also wishes to understand how smaller, specialist and locality-based VCSE organisations could participate meaningfully in delivery and governance, and how the proposed arrangement could reflect the geographical size and diversity of the East Riding. The one-year arrangements are intended to maintain continuity while informing the Council's longer-term commissioning approach. Participation in the engagement process or appointment to any transitional requirement will not guarantee the award of future contracts. The proposed scope, budget, contract value, procurement structure and timetable remain indicative and may change following preliminary market engagement and the Council's internal financial, legal, procurement and governance approvals. This notice does not constitute a call for competition or a commitment by the Council to proceed with the procurement.

The Council is inviting voluntary, community and social enterprise organisations, potential suppliers, partnerships, consortia and other interested parties to participate in preliminary market engagement for the proposed one-year VCSE transitional arrangements. Engagement will be undertaken through an online questionnaire and an in-person market engagement event. 1.
