Summary of the contracting process

The Office of Rail and Road is seeking a specialist Microsoft AI delivery partner to design, build and implement three solutions in its Microsoft 365 environment. These are an AI-enabled records retention and SharePoint remediation solution for information governance, metadata management and retention compliance; a Corporate Knowledge Agent for finding knowledge, evidence and expertise; and a Strategic Workforce Planning Agent for forecasting, scenario modelling and resource planning. The work covers discovery and design through development, configuration, testing, security assurance and deployment, as well as documentation, training, knowledge transfer and handover. All three solutions are intended to be operational and supported by the Office of Rail and Road by project completion. Delivery is in the United Kingdom.

The buyer invited tenders through an open competition. This is a single-lot services contract. Clarification questions were due by 1 October 2026 at 12:00, and tenders by 15 October 2026 at 12:00; bids are submitted electronically through the ORR eTendering Portal. The initial contract period runs from 26 October 2026 to 9 April 2027, with a possible extension of up to 12 months for implementation, support, knowledge transfer or enhancements, at ORR’s discretion and subject to performance, need and funding. The estimated value is £100,000 excluding VAT (£120,000 including VAT). Award is based on the most advantageous tender: quality accounts for 60%, assessed on methodology, delivery approach and relevant experience, and price/value for money for 40%.

This opportunity suits specialist Microsoft AI delivery partners able to work across Microsoft 365, SharePoint and the design and implementation of AI-enabled business solutions. Suppliers will need to demonstrate a credible end-to-end delivery capability, from discovery and solution design through configuration, testing, security assurance and deployment, followed by documentation, training, knowledge transfer and handover. Relevant experience and a sound methodology and delivery approach are central to the competition, alongside the ability to deliver value for money. The scope spans information governance and retention compliance, organisational knowledge discovery, and workforce forecasting and planning, so bidders with capability across these areas are well placed. Small and medium-sized enterprises and voluntary, community and social enterprises are identified as suitable to participate.
