Summary of the contracting process

The Department of Finance Northern Ireland, through Construction and Procurement Delivery, intends to establish a framework for property maintenance across the Northern Ireland Government Estate. The work is expected to cover planned preventative, remedial and reactive maintenance, alongside minor works, including design services where needed. The framework is expected to be divided into three geographical lots covering the North, South and West of Northern Ireland. It expects to use a framework agreement, with three regional lots. The anticipated framework term is four years after mobilisation, with services expected to run from 1 May 2028 to 30 April 2032. The estimated value is £110 million excluding VAT (£132 million including VAT). The buyer expects to publish a further notice on 11 January 2027. It is seeking feedback through a form by 16 October 2026, with the engagement deadline amended to 3pm. The eventual framework appointment will not guarantee suppliers any workload; volume depends on client estates and budgets.

The work is suited to property maintenance contractors able to cover a broad range of planned and responsive building services, from preventative maintenance and remedial repairs to reactive call-outs and minor works. Suppliers with building, refurbishment, mechanical and electrical installation capability may be relevant, with design capacity useful where minor works require it. The anticipated minor works may be valued up to £250,000 each. The framework is intended to serve government property estates across three areas, and the buyer has indicated that small and medium-sized businesses are suitable. Appointed suppliers would enter NEC4 Facilities Management Contracts with participating bodies. Businesses should factor in that framework appointment is not a promise of work: call-offs will depend on each client’s asset portfolio and budget constraints. No specific accreditations or experience thresholds are set out at this planning stage.

Notice Description

This Framework Agreement is for the provision of Property Maintenance Services to the Northern Ireland Government Estate which is anticipated to include: * Planned Preventative Maintenance (PPM) Works; * Remedial Maintenance; * Reactive Maintenance; and * Minor Works up to a value of PS250,000 including Design Services as necessary. The Agreement is anticipated to comprise of three Lots by geographical areas of Northern Ireland - North, South and West. The Framework Agreement is anticipated to last for 4 years following completion of the mobilisation period. The successful Suppliers will enter NEC4 Facilities Management Contracts (FMC) with the participating bodies. The appointment of a Contractor to the Agreement is not a guarantee of any future workload, but demonstrates an intention to utilise the appointed Contractors to provide services where appropriate. The overall volume and value of property maintenance services that are anticipated to be delivered through the NEC4 FMCs will be wholly dependent on Clients' asset portfolios and current budget constraints.
