Summary of the contracting process

Leicestershire Partnership NHS Trust commissioned adult emergency resuscitation services at specified sites operated by University Hospitals of Leicester NHS Trust. The service covers emergency resuscitation attempts for adults aged 18 and over, providing urgent clinical response for infrequent but high-risk incidents. The work is associated with University Hospitals of Leicester’s Glenfield site in Leicester. The requirement concerns healthcare delivery, specifically emergency response and resuscitation, rather than the supply of equipment alone. University Hospitals of Leicester NHS Trust operates the adult resuscitation service and was selected to provide the service for the Leicestershire Partnership NHS Trust.

The contract has been awarded to University Hospitals of Leicester NHS Trust, with an award value of £75,490. It was signed on 31 May 2025, and the service period runs from 1 April 2025 to 31 March 2028. The procurement was made by direct award under the Health Care Services Provider Selection Regime 2023, without a prior competition. The buyer stated that an existing service was in place and that the integrated services, systems and processes meant there was no realistic alternative provider; patients do not choose their provider. One service lot was involved. The recorded evaluation criterion was price, and one bid was recorded. The contract remains active.

This award demonstrates demand for a specialist adult resuscitation service integrated with hospital operations at University Hospitals of Leicester sites. A credible provider for a comparable requirement would need to deliver time-critical emergency response and resuscitation for adults, with the clinical capability and operational readiness to manage high-risk incidents. The buyer’s stated rationale makes continuity and integration particularly significant: a future provider would need to work within established services, systems and processes rather than offer a standalone response. The recorded demand is approximately 25 incidents annually, so suppliers would need to sustain readiness for low-frequency events while meeting urgent response needs. The award went to the existing provider through a direct-award route, rather than a competitive tender, and the sole recorded bid came from a non-SME supplier.
