Summary of the contracting process

The University Caterers Organisation Limited (TUCO) plans to establish a framework for supplying and distributing alcoholic and non-alcoholic drinks to its members and clients, including universities, colleges, local authorities and the wider public sector. The range covers draught and packaged core, craft and speciality beers and cider; spirits, fortified wines, ready-to-drink products and wines; and low- and no-alcohol options. This is a drinks supply and distribution requirement, spanning beer, cider, wine, spirits and non-alcoholic beverages. Deliveries are intended for locations across the United Kingdom.

This procurement is at the planning stage: TUCO has set out its intention to buy, but has not invited tenders. It expects to use an open procedure to establish a closed framework. TUCO expects to publish the next notice on 1 September 2027. The framework is planned to begin on 15 March 2028, run initially until 14 March 2030 and allow two further 12-month extensions, to a maximum end date of 14 March 2032. Estimated average annual spend is £8 million; estimated total spend over the maximum four-year framework is £50 million, including anticipated growth. The planned framework is above the relevant procurement threshold.

Notice Description

The purpose of this planned procurement is to establish a (closed) framework for the supply and distribution of Spirits and Core Wines, Beer and Cider supplies to members and clients of TUCO (Universities, Colleges, Local Authorities and the wider Public Sector). The duration of this framework is planned to be a maximum of 4 years. The average annual spend through the framework is estimated at PS8m with the total spend through the framework (over the maximum 4 years) estimated at PS50m with growth factored in. The scope of products to be covered in the framework are as follows but not limited to: Draught and packaged beers and cider to include core, craft and speciality. Spirits and fortified wines, RTD, Wines ,Low/no alcohol options across all lots. The framework is framework is likely to include the option of a one-stop shop. It is envisaged that suppliers will be able to cover the full scope of products within each of the lots. The new framework agreement will commence on 15 March 2028 until 14 March 2030 with the option to extend by 2 x 12 months until 14 March 2032.
