Summary of the contracting process

Stockton-on-Tees Borough Council procured a housing allocations software solution for the Tees Valley HomeFinder partnership. The service manages the social housing register, advertises available homes and allocates them under the Tees Valley Common Allocation Policy. It supports the partners’ work to identify applicants who qualify for social housing, prioritise applications and make allocations. Stockton-on-Tees, Middlesbrough and Redcar and Cleveland councils, together with Beyond Housing and North Star, are named as partners. Stockton-on-Tees Borough Council procured the service on their behalf. The work is information technology services delivered for the Tees Valley partnership.

The procurement is complete and the contract was awarded to MRI Software Limited; the contract is active and was signed on 10 September 2026. The contract value is £258,228. The initial term is 48 months, with an option for Stockton-on-Tees Borough Council to extend by up to a further 12 months. The council made a direct award through the G-Cloud framework, without a separately advertised competition. One bid was received. Price was the stated award criterion. The procurement covered a single lot for the HomeFinder housing management and allocations service. The council acted for the Tees Valley partners. The award followed the framework’s established procurement and call-off rules.

For suppliers of housing management and allocations software, this award demonstrates demand from a council-led partnership for a system supporting a shared social housing register, property advertising and allocation under a common policy. A credible competitor would need to show that its solution can handle applicant eligibility, prioritisation and allocation processes across multiple councils and housing providers, and support the operational requirements of a non-stock-holding authority that nominates applicants to registered housing providers’ homes. The route used here was a G-Cloud framework call-off, so suppliers would need relevant framework access and the ability to compete within its rules. The sole bid received came from a supplier selected on price, indicating that a competitive offer on cost is relevant alongside a close fit with the partnership’s housing allocation needs.
