Summary of the contracting process

Rotherham Borough Council is exploring ways to help residents without off-street parking charge electric vehicles using their domestic electricity supply. The potential work is cross-pavement electric vehicle charging: solutions that enable a cable or charging connection to cross the pavement, alongside associated electrical works, construction and engineering services. Delivery would be in the Rotherham borough. The council is seeking information from potential suppliers on possible approaches, how a project could be structured and whether it is viable. This is preliminary market engagement to inform the council’s thinking, rather than an invitation to tender or a request for priced bids.

The process is at planning and is currently a market-engagement and request-for-information exercise; no tender invitation has been issued. The council expects to gather supplier input through a questionnaire, with responses requested by 12:00 on 30 October 2026. The council’s indicative contract period runs from 1 January 2028 to 31 December 2032. The procurement is described as works, in a single lot, and is marked as suitable for small and medium-sized businesses. No estimated contract value or evaluation basis is stated. Suppliers bear their own costs of responding to the engagement, and the council says responses will not be used to down-select potential providers.

This engagement is suited to suppliers able to advise on practical cross-pavement charging solutions for households without off-street parking. Relevant businesses may include providers of electric vehicle charging equipment, cable and electrical products, civil and highway construction contractors, and engineering firms able to assess installation methods and project viability. The council is seeking knowledge about the available options, possible delivery and project structures, and whether the approach can work in practice. Small and medium-sized businesses are considered suitable for the planned work. There is no stated accreditation, minimum capacity or experience requirement at this stage, so suppliers with relevant technical expertise and evidence on installation, safety, pavement impacts and domestic electricity supply may be well placed to contribute useful market insight.
