Summary of the contracting process

Cyngor Gwynedd is seeking service providers to accept, handle and recycle or dispose of inert rubble collected at household waste recycling centres across Gwynedd; transport is included where applicable. The aim is to increase recycling while meeting environmental and waste-management requirements. The work is divided into three geographical lots: Arfon, Dwyfor and Meirionnydd. Providers may bid for one, two or all three areas. This is waste treatment and disposal work (CPV 90510000), suited to operators with facilities and logistics able to serve the relevant area of Gwynedd.

The buyer invited offers through an open procedure to establish a closed framework agreement. Enquiries were due by 19 October 2026 at 13:00; tenders by 26 October 2026 at 13:00. The stated award decision date was 20 November 2026. Each lot has an estimated value of £133,330–£133,333 excluding VAT (£159,999 including VAT); these are separate lot values. The initial contract period for each area is 1 December 2026 to 30 November 2028, with extensions in 12-month instalments up to 30 November 2030. Evaluation for each lot is 90% price and 10% social value. Framework call-offs may be made with or without reopening competition.

Notice Description

Cyngor Gwynedd is seeking to establish a Framework Agreement for the recycling and/or disposal of inert waste (Rubble) collected from Household Waste Recycling Centres (HWRCs) located throughout Gwynedd. The purpose of this procurement is to appoint suitably qualified and licensed service providers capable of accepting, handling, transporting (where applicable), recycling and/or disposing of Inert waste Rubble in accordance with all applicable environmental legislation. The Authority wishes to maximise recycling performance whilst ensuring compliance with waste management regulations and delivering value for money. The requirement is divided into the following geographical lots: Lot 1A - Arfon Area Lot 2D - Dwyfor Area Lot 3M - Meirionnydd Area
