Summary of the contracting process

Falkirk Council sought contractors for a framework covering scaffolding at its housing properties across the Falkirk Council area. It is split into two lots: scaffold hire, including drawings, delivery, erection, handover, maintenance, dismantling and removal; and scaffold inspection and tie testing, including anchor tests, test reports and certificates, and inspection reports. The work covers both physical scaffolding services and associated testing and inspection. Contractors may tender for either or both lots. The Council intended to appoint up to five contractors to each lot and may award all, some, part or none of the lots.

The buyer invited tenders through an open procedure for a framework agreement. The submission deadline was 30 October 2026 at 11:00 am; bids were to be submitted electronically in English. The framework runs from 1 February 2027 to 31 January 2031, with no renewal option stated. The estimated value is £4,040,000 for scaffold hire and £180,000 for inspection and tie testing. For hire, price accounts for 60% of evaluation, with the remainder based on service provision, agreement and operational management, scaffold replacement, risk assessment, quality assurance and Fair Work First. The opportunity is suited to established access and scaffolding firms able to deliver work at housing properties, with inspection and testing specialists relevant to the second lot. Suppliers must hold full current National Access and Scaffolding Confederation membership, or equivalent membership of a UK national access and scaffolding trade body; this also applies to proposed subcontractors. Bidders need appropriate health and safety assurance, through an independently accredited ISO 45001:2018 certificate or a recent successful assessment under a construction-related SSIP scheme, or qualifying responses to the specified standard statements. Financial checks include turnover information for the previous three years and a credit assessment. Required insurance differs by lot, and bidders must provide named staff and qualifications. The contractor must propose first-year community benefits and agree delivery with the Council.
