Summary of the contracting process

Business Services Organisation Procurement and Logistics Service is preparing a competition for laryngectomy products and accessories for Health and Social Care Northern Ireland. This is a supply of medical equipment and related personal-care products for use in supporting people who have had a laryngectomy. The process is at the planning stage: the buyer is engaging potential service providers ahead of a future competition, rather than inviting tenders now. The planned supply is for Health and Social Care Northern Ireland; the buyer is based in Belfast.

The buyer has stated an intention to run a future public competition. The current exercise is preliminary market engagement, intended to inform that competition; responding does not commit a supplier to participate in the later tender. The buyer expects the supply contract to run from 1 March 2027 to 28 February 2029. Its estimated value is £270,848 excluding VAT (£325,018 including VAT). The buyer has set no tender procedure, award criteria or response deadline for a future competition. For the market-engagement questionnaire, suppliers were asked to respond by 3pm on 26 October 2026 through the eTendersNI secure messaging area, using CfT reference 6748976.

This planning-stage engagement is relevant to suppliers of laryngectomy products and accessories, including businesses able to supply medical equipment and personal-care products for health and social care use. Suppliers with experience serving healthcare organisations in Northern Ireland may be well placed to provide practical input on the forthcoming procurement. The buyer is seeking views from potential service providers to inform its competition, so businesses should consider whether they can supply the required product range and engage with the buyer’s market-planning exercise. The estimated contract scale is suited to suppliers able to support a public-sector supply arrangement over a multi-year period. No particular technical capability, accreditation, minimum capacity or experience requirement has yet been stated.
