BlueLight Commercial Limited is buying education and training services for police forces in England and Wales through a national framework. The work is for police and fire service framework participants, with delivery across the United Kingdom. Suppliers can compete for one or more of five lots: PCDA in England, PCDA in Wales, DHEP, accreditation, and apprenticeships. The planned contract period is 1 February 2027 to 31 January 2035, with the framework intended to reopen after years 3 and 5. The stated overall value is £648 million excluding VAT (£777.6 million including VAT). Individual lot values excluding VAT are £320 million for PCDA England, £13 million for PCDA Wales, £80 million for DHEP, £8 million for accreditation and £240 million for apprenticeships. Evaluation for each lot is 70% technical questions, including 10% social value, and 30% pricing. A 1% management charge on income received applies to successful suppliers.

The framework is marked as suitable for small and medium-sized enterprises and has opportunities for providers with different specialisms: degree-level police recruitment training, accreditation, or broader apprenticeships. Lots 1a, 1b and 2 require bidders to hold degree-awarding powers granted by the Office for Students under the Higher Education and Research Act 2017. Providers serving Welsh forces must also meet the legal requirements relating to the Welsh language. Successful suppliers may receive work through direct awards or further competitions, depending on the participating force’s requirements. Multiple suppliers can be appointed to each lot, and the framework is designed to reopen at years 3 and 5, offering later entry points as well as the initial competition. Technical responses and pricing both materially affect the evaluation.
