Summary of the contracting process

SSE Services PLC is buying capacity-monitoring software delivered as a software-as-a-service capability, with analytics to support cyber resilience improvements and regulatory compliance. The requirement is intended to provide one technical capability for two regulatory projects, rather than separate technology solutions. The selected solution is Splunk, supplied through Computacenter (UK) Limited. The procurement is for software-related services (CPV 72260000), with delivery in the United Kingdom. The stated purpose is to help SSE meet regulatory obligations and monitor capacity; the rationale also links the capability to cyber resilience and the needs of SSE customers.

The procurement is complete and a supplier has been selected, although the award is recorded as pending. SSE used a direct award to Computacenter (UK) Limited, relying on a single-supplier rationale: its assessment found Splunk met functional, technical and interoperability requirements and alternatives could not meet implementation and regulatory constraints. The award date was 28 September 2026. The awarded value is £993,010 gross. The contract period runs from 10 October 2026 to 10 October 2029. There is one lot, covering the capacity-monitoring software service. The rationale cites a regulatory Enhanced CAF milestone in December 2027 and says failure to implement and evidence the capability by then would increase regulatory and operational risk, including possible enforcement action.

For suppliers competing for a comparable requirement from SSE, credibility would depend on providing capacity monitoring and analytics that support cyber resilience and regulatory compliance, while meeting the buyer’s functional, technical and interoperability needs. This award shows the importance of delivering one capability able to serve multiple regulatory projects, rather than creating separate systems. SSE’s stated assessment placed particular weight on rapid mobilisation and delivery within regulatory timescales, alongside implementation feasibility and manageable technical risk. A competing solution would need to demonstrate that it can be integrated, tested and assured without the additional architecture and delivery complexity SSE judged unacceptable in alternatives. Relevant strengths include enterprise software implementation, systems integration and the ability to support regulatory evidence and operational monitoring at utility scale.

Notice Description

The requirement is for the provision of a capacity monitoring and analytics capability to support delivery of cyber resilience improvements and regulatory compliance obligations

Procurement Information

The proposed direct award shall be on the basis of "Single Supplier" under Point 4 of Schedule 5 of PA23. The requirement supports delivery of regulatory cyber resilience obligations within defined regulatory timescales. The structured market assessment and technical evaluation identified Splunk as the solution providing alignment to the project's functional, technical and interoperability requirements. SSE also identified that the proposed capability satisfies the requirements of two regulatory projects, enabling a single technical capability to satisfy both sets of regulatory requirements and avoid the need to implement and support separate technology solutions. Whilst alternative suppliers and technology platforms were considered as part of the market assessment, none were assessed as representing a reasonable alternative, or as being capable of delivering the required capability within the technical, implementation and regulatory constraints associated with this requirement. The options appraisal concluded that the alternative technology platforms assessed would require additional architecture design, systems integration, testing, assurance and implementation activities before the capability could become viable, resulting in intolerable delivery complexity and implementation risks to SSE. The December 2027 Enhanced CAF milestone represents a regulatory compliance requirement. Failure to implement and evidence the required capability by this date would expose SSEN Distribution to increased regulatory and operational risk, including the risk of regulatory enforcement action. The Splunk system is therefore, the only one which can overcome the technical requirements and constraints for the benefit of SSE customers, with an approach that enables immediate mobilisation, supporting delivery of the required capability. Based on the technical assessment, implementation constraints and regulatory delivery need, it is considered that a direct award represents the only viable route, capable of delivering the required capability. Accordingly, it is considered that the conditions relating to a direct award via Reseller Computacenter on the basis of Single Supplier are satisfied, as no reasonable alternative has been identified in this paper that is capable of delivering the required capability within the applicable technical, implementation and regulatory constraints.
