Summary of the contracting process

London Luton Airport Operations Limited is establishing a civil engineering framework to support maintenance and minor construction and infrastructure projects at London Luton Airport. The work covers planned, reactive, emergency and routine maintenance of civil assets, alongside small-scale civil engineering projects delivered on a call-off basis. Suppliers will work across the airport’s airside and landside estate, helping keep infrastructure safe, operational and compliant while limiting disruption to airport operations. Individual requirements will be competed among framework suppliers as they arise. The framework is intended to give the airport access to qualified providers for work needed to meet its statutory and contractual obligations.

The buyer invited offers through a negotiated procedure with prior competition, using a selective process to establish a flexible framework. The framework term is five years, with individual work packages awarded through mini-competitions. The submission deadline set by the buyer is 27 September 2031; the procurement data provides no time of day, and no separate enquiry deadline is stated. The tender documents set the selection criteria, and the published description says applicants must meet those criteria to join. The contract is not renewable and has no stated options. Offers must be in English; variants are not allowed. The framework is intended to accept applications from new suppliers throughout its term, subject to meeting the selection criteria.

This opportunity suits civil engineering contractors able to maintain and repair airport infrastructure while also delivering smaller construction projects. Relevant suppliers need the competence and experience to handle planned, reactive and emergency work in both airside and landside environments, where maintaining safety, compliance and operational continuity matters. The scope combines ongoing maintenance requirements with project-based work, so businesses should be able to respond to call-offs as they arise and compete for individual packages. Suppliers must also be prepared to satisfy the buyer’s published selection criteria before admission to the framework. The procurement describes its intended providers as qualified and experienced, but does not set out particular qualifications or accreditations in the supplied details.
