Summary of the contracting process

Northern Housing Consortium Ltd intends to establish a framework for furniture, flooring and related goods and services in home and living, employment, and community settings across the United Kingdom. The scope includes manufacturing and supplying products, delivery, installation, repair and replacement of items offered through catalogues, and, where appropriate, recycling, disposal and redistribution. Flooring includes carpets and other floor coverings. The framework is intended to cover the associated products and practical services needed to furnish and maintain these environments.

This procurement is at the planning stage: the buyer has announced its intention to re-procure the framework, and has not yet invited tenders. The buyer plans individual supplier engagement sessions by Microsoft Teams, typically lasting 30 minutes, from 16 to 20 November 2026; these are for feedback on its approach to developing the refreshed framework, not bid submissions. The buyer expects the framework to run from 1 October 2027 to 30 September 2031. Its stated estimated value is £60,739,124 including VAT. The procurement is planned as a framework agreement with one lot. No tender procedure, eligibility requirements or evaluation criteria are set out at this planning stage.

The planned framework may suit suppliers able to provide furniture or flooring to a range of domestic, employment and community environments. Relevant capabilities include manufacturing or sourcing products, catalogue supply, delivery and installation, as well as repair and replacement services. Businesses able to offer product recycling, disposal or redistribution may also be relevant. The broad product and service scope could suit specialist flooring firms, furniture manufacturers and suppliers, and providers able to combine supply with installation or aftercare. The buyer is seeking supplier feedback to inform the refreshed framework’s development, so businesses with experience delivering these products and services across the United Kingdom may be well placed to contribute to that preparation. The stated scope does not set out particular accreditations or capacity thresholds.
