Summary of the contracting process

Yorkshire Housing is seeking insurance and related services for its property, liability and other general non-life risks, with eight lots covering general insurance, motor, engineering insurance and inspections, cyber, terrorism and political violence through Pool Re and outside Pool Re, directors’ and officers’ liability, and alternative risk financing. General cover may include property damage and business interruption, employers’, public, products and property owners’ liability, office and business combined cover, money, all risks, computers, contract works, personal accident, professional indemnity and fidelity guarantee or crime. Yorkshire Housing will decide which risks are required. The buyer is Yorkshire Housing, based in Leeds. Services are to be delivered in the United Kingdom. Suppliers may be appointed to one or more lots, with multiple providers possible for some lots.

Yorkshire Housing invited offers using a selective competitive flexible procedure with a participation stage and three tender stages. Enquiries and expressions of interest were due by 30 September 2026 at 17:00. The planned award decision date is 3 February 2027. The contract period is 1 April 2027 to 31 March 2030, with an option to extend by up to two years. Estimated lot values are £11 million for general insurance, £1.7 million for motor, £265,000 for engineering and inspections, £210,000 for cyber, £175,000 each for Pool Re and non-Pool Re terrorism and political violence, £83,000 for directors’ and officers’ liability, and £0 for alternative risk financing. Cost and quality are assessed: quality carries 60% in lots 1, 4–8; 70% in lot 3; and 50% in lot 2, with the remainder on cost. Lots are assessed individually; up to seven may be awarded to one supplier.

The opportunity suits insurance providers and brokers able to arrange cover across a varied portfolio of housing-provider risks. Yorkshire Housing is seeking a choice of suitable insurers and cover options; brokers may place each lot’s insurance with different insurers, but must provide full details of the risk carriers. Insurers must have at least an A- rating from Standard & Poor’s or AM Best, or an equivalent rating from an independent, reputable credit rating agency approved by the bidder’s market security committee. A lower-rated insurer may be accepted at Yorkshire Housing’s discretion if the committee’s latest report and written recommendation are provided before the tender bid deadline. Suppliers need a skilled service team covering client relationship management, claims management, broking or underwriting, and insurable risk management, and must deliver good service directly and through any third-party contractors or insurers.

Yorkshire Housing Association are looking to appoint one or more providers to deliver their Insurance and related services for Property, legal liability and other general (non-life) insurable risks. The programme will require Insurance and related services for risks that may include but not be limited to: property damage and business interruption, employers, public, products and property owners liability, business combined/office, money, all risks, computer, and contract works. This list is to be decided at the sole discretion of Yorkshire Housing. Suppliers will be required to have the financial ability to deliver the programme, including Insurers with a minimum rating of 'A-' from standard and poor, 'A-' from AM Best, or an equivalent rating by an independent and reputable credit rating agency and approved by the bidder's market security committee. In the case of any rating less than A-, the contracting authority will evaluate and accept the nominated insurer(s) at its sole discretion, subject to disclosure and acceptance prior to the ITT bid deadline of the bidder's market security committee's latest report, including written recommendation from the bidder's market security committee. Suppliers will be assessed but not limited to the following high level criterion: - The ability to provide the Contracting Authority with a choice of suitable insurers and/or suitable cover options - A skilled and competent service team, being Client Relationship Management, Insurance Claims management, Insurance Broking / underwriting and insurable risk managers - The delivery of quality service to the Contracting Authority and our clients, including that provided to us by any third-party contractor employed by you or by the Insurer(s) you propose
