Summary of the contracting process

NHS Staffordshire and Stoke-on-Trent Integrated Care Board is buying adult audiology services for people in Staffordshire who have hearing or communication difficulties. The service covers hearing assessments, rehabilitation, hearing aids where clinically appropriate, and related aftercare and support. This is a community adult hearing service focused on non-complex needs, rather than a supply-only purchase of hearing aids. The existing service is delivered to the Staffordshire population, with the buyer based in Stoke-on-Trent. The contract is intended to continue provision of the current service; the buyer says the healthcare requirements are not changing considerably.

The procurement used the Provider Selection Regime’s Direct Award Process C, without a published competition. The buyer selected the incumbent, Outside Clinic Limited, and the award is recorded as active. The contract was signed on 19 August 2026 and is for one year, from 1 October 2026 to 30 September 2027. Its estimated value is £10,000, with payments based on activity and locally agreed prices; the contract record describes it as zero-value. The decision-makers applied equal weighting to the key criteria, assessing whether the existing provider was meeting the original contract and was likely to continue meeting the proposed contract to a satisfactory standard. A basic selection assessment covered suitability, financial and economic standing, and technical and professional ability. The single lot was cancelled in the tender data.

For suppliers seeking comparable future work, this award indicates demand for a continuing adult audiology service in Staffordshire, combining assessment, rehabilitation, clinically appropriate hearing aids and aftercare. A credible provider would need to demonstrate that it can deliver the full pathway to adults with hearing and communication needs, maintain service standards over an established contract, and support continuity for the local population. The selection rationale gives weight to satisfactory delivery of the existing service and confidence in future performance; capability alone is therefore unlikely to be enough without evidence of reliable delivery. Suppliers should also be prepared to evidence organisational suitability, financial and economic standing, and technical and professional ability. The activity-based payment approach and locally agreed prices are relevant to providers able to operate within locally set arrangements.
