Summary of the contracting process

NHS Staffordshire and Stoke-on-Trent Integrated Care Board is commissioning adult audiology services for people in Staffordshire who have hearing or communication difficulties. The service covers hearing assessments, rehabilitation, hearing aids where clinically appropriate, and related aftercare and support. This is non-complex adult hearing care, rather than a general supply of hearing equipment. The delivery area is Staffordshire. The existing provider, Latus Group (IDC) Ltd, currently delivers the service and is the intended recipient of the replacement contract. The requirement is for continued clinical assessment and support for adults, including access to suitable hearing aids and ongoing assistance after assessment or fitting.

The procurement has reached an intention-to-award stage under the Health Care Services Provider Selection Regime, using Direct Award Process C without a published competition. Latus Group (IDC) Ltd was selected as the existing provider; the contract is active and was signed on 19 August 2026. The stated service period runs from 1 October 2026 to 30 September 2027. The contract is described as zero-value, with payment based on activity and locally agreed prices; the estimated value for the one-year period is £444,286. The authority judged that requirements were not changing considerably and that the incumbent was delivering satisfactorily and likely to continue. Quality and cost criteria were each given equal importance, and a basic assessment covered suitability, financial and economic standing, and technical and professional ability.

For providers competing when this requirement next returns to market, the award indicates demand for an established adult audiology service across Staffordshire, combining hearing assessments, rehabilitation, clinically appropriate hearing aids and aftercare. A credible competitor would need to demonstrate satisfactory delivery against the existing service requirements and the ability to maintain that standard, as well as suitable financial and economic standing and technical and professional ability. The decision treated quality and cost as equally important, so providers should be ready to evidence service quality alongside a competitive cost approach. The selected supplier was the incumbent, and the authority considered the service requirements largely unchanged; experience delivering a comparable ongoing service is therefore particularly relevant to demonstrating continuity and capability.
