Summary of the contracting process

Platform Housing Limited is preparing to re-procure legionella surveying, testing and repair services across three workstreams: legionella risk assessments; on-site monitoring and remedial works; and remote monitoring. The work is intended to help manage legionella risks in the organisation’s housing stock. Suppliers may be asked to assess risks, carry out monitoring and associated remedial work, or provide remote monitoring systems. The buyer is exploring whether to package the workstreams separately or combine them into fewer lots, and is using supplier engagement to shape the eventual specification. The procurement is for services, including technical testing and monitoring and control. The buyer is based in Solihull; the data does not identify where the services will be delivered.

This is at the planning stage: Platform Housing Limited has set out an intention to procure, but has not yet invited tenders. The buyer is undertaking preliminary market engagement to inform its specification and decide whether the three workstreams will be separate lots or combined into one or two. The expected contract period runs from 1 April 2027 to 31 March 2030, with a possible extension to 31 March 2031. The stated estimated value is £1.2 million excluding VAT (£1,377,600 including VAT). The procurement is marked as above the relevant threshold. The planned engagement is due to take place by 16 October 2026. The buyer has not yet set out an evaluation basis or final lot structure.

This preparatory engagement is relevant to suppliers with expertise in legionella risk assessment, water-system monitoring, remedial works or remote monitoring technology. Suppliers can contribute through a questionnaire on risk assessments or discussions about on-site and remote monitoring, helping shape the future service requirements. Platform is particularly interested in how suppliers ensure monitoring covers all parts of a system, checks are accurate and performed at the right frequency, and exceptions are relevant. For remote monitoring, it wants to understand how solutions support legionella monitoring, whether they cover more than temperature, what equipment and desktop components are needed, how data is transmitted, and whether installation depends on a minimum number of assets. The service spans multiple workstreams, and SMEs are identified as suitable.

Notice Information

Notice Title

Legionella Surveying, Testing and Repairs

Notice Description

Platform are looking to engage in pre-market engagement for three workstreams ahead of re-procuring our Legionella Surveying, Testing and Repairs. Workstream 1: Legionella risk assessments Workstream 2: On-site monitoring and remedials Workstream 3: Remote monitoring We do not know yet whether these workstreams will turn into 3 individual Lots, or whether they will be merged into 1 or 2. We will use the pre-market engagement to inform this decision.

Planning Information

The following engagement will take place for the 3 workstreams: Workstream 1: Legionella risk assessments: Interested parties are invited to complete a questionnaire via this link - https://wkf.ms/4y9h4a5 Workstream 2: On-site monitoring and remedials and Workstream 3: Remote monitoring: Instead of a questionnaire we invite interested parties to 45 minute teams meetings to discuss the two workstreams. We are particularly interested in understanding the remote monitoring. Platform have not previously used remote monitoring and therefore would like to understand it more. Any information gathered as part of the pre-market will be used to inform our specification. Please register your interest in these meetings here https://wkf.ms/4iT1UBE. Workstream specific, the areas we are interested in for these meetings are: W2 - On site monitoring and remedial works: • How do ensure that monitoring taking place covers all parts of the system? • How do you ensure that exceptions raised are accurate and relevant? • What's your system in place to ensure that the correct checks are undertaken on the correct frequency? W3 - Remote monitoring: • How does your remote monitoring system meet the needs of legionella monitoring on site? • Can your system do anything other than temperature monitoring? • What are the key components required both on site and desktop based for your system to work? • How does your system communicate from site? Is it based on a fixed wired connection or remote? • Is there a contractual minimum number of assets required for remote systems to be installed?
