Summary of the contracting process

Anglian Water Services Ltd is preparing to procure operational technology (OT) reseller services, focused on network equipment such as routers and switches. The aim is to create a strategic panel of resellers able to supply, integrate and support OT technologies used across Anglian Water’s operational environment. The equipment and services will support its network infrastructure and critical operations, including operational continuity, asset visibility and control, regulatory compliance, and future technology upgrades. Delivery is in the East of England. This is a goods procurement with associated integration, technical support and lifecycle services, rather than a purchase of network equipment alone. Anglian Water is consulting the market to understand suppliers’ capabilities, service offerings, delivery models and innovations before shaping its sourcing approach.

The process is at planning and is currently an early market engagement exercise, not an invitation to tender. Anglian Water expects to establish a framework panel and anticipates publishing a further notice on 9 November 2026. Interested suppliers were asked to return a separate pre-market engagement questionnaire by 26 October 2026; this was an engagement response date, not a tender deadline. The estimated value is £1.25 million excluding VAT (£1.5 million including VAT). The planned contract period is 2 August 2027 to 2 August 2030, with the possibility of extension to 2 August 2032. The procurement is planned as one lot, and the buyer has indicated that renewal is possible. The engagement will inform the future sourcing strategy and commercial arrangements.

This preparation stage is relevant to resellers of OT network technologies, including suppliers able to bring together equipment supply, integration, responsive technical support and ongoing lifecycle management. Anglian Water is seeking trusted partners that can maintain resilience of supply and support a critical operational environment, alongside vendor-specific expertise and value-added services. Suppliers with experience in operational technology networks, technology refresh and increasingly connected operational assets are likely to be well placed. The buyer also wants solutions and expertise aligned with the Network and Information Systems Regulations 2018, the NCSC Cyber Assessment Framework and wider industry practice, so demonstrable cyber and operational resilience capabilities will matter. The planned panel is stated to be suitable for small and medium-sized enterprises, making this potentially relevant to specialist resellers as well as larger providers.

The insights gathered will help shape our future sourcing strategy and ensure we secure a commercially robust, resilient, and scalable solution that supports critical operations, regulatory compliance, and long-term business objectives. Our key objectives for a future approach include: Securing competitive and sustainable commercial arrangements that deliver long-term value and support evolving business requirements. Ensuring resilience of supply through access to trusted partners with the capability to provide responsive technical support, integration services, and ongoing lifecycle management. Strengthening operational and cyber resilience through solutions and expertise aligned with the Network and Information Systems (NIS) Regulations 2018, the NCSC Cyber Assessment Framework (CAF), and wider industry best practice. Providing access to accredited technical expertise, vendor specialisms, and value-added services that enhance the performance, security, and reliability of our OT estate. Establishing future-ready partnerships that support innovation, technology refresh, and the increasing digitalisation and interconnectivity of operational assets. Your input will play a key role in helping Anglian Water understand current market capabilities and opportunities, ensuring that our future procurement approach supports operational continuity, improves asset visibility and control, and enables us to respond effectively to evolving business, regulatory, and cybersecurity challenges.

Interested parties are requested to return the separate pre-Market Engagement Questionnaire via the SAP Ariba system by 11pm on 26th October 2026. To ensure that all parties receive the same information, please submit any questions or requests for clarification using the messaging function. Responses to all questions will be shared with all interested parties via SAP Ariba unless the information is deemed by Anglian Water at its discretion to be confidential to a particular party.
