Summary of the contracting process

West Sussex County Council is procuring apprenticeship training delivery through a flexible framework of approved providers. The services cover seven areas: health and social care; education, early years and community support; business, administration and management; digital, technology and data; creative, cultural, media, marketing and design; engineering, construction, transport, the built environment, environment and sustainability; and public services, legal, compliance, procurement, protective services and community safety. Apprenticeships may support roles ranging from care, teaching and business operations to software development, engineering, creative production and public protection. The framework is intended to provide a pool of providers able to deliver training across these subjects. West Sussex County Council is based in Chichester; the procurement does not identify specific delivery sites.

The buyer invited offers through an open procedure for an open framework agreement. The tender submission deadline was 1 December 2026 at 12:00 UTC, and the deadline for enquiries was 16 November 2026 at 12:00 UTC. The framework contract period runs from 1 April 2027 to 30 September 2034, with awards scheduled by 31 March 2027. The estimated overall value is £50 million, divided across seven lots; each lot has an estimated value of £7,142,857. Evaluation is based on a 100% pass requirement for the PSQ. Framework call-off competitions are expected to commence in 2027. The framework allows contracts to be awarded both with and without reopening competition.

This opportunity suits apprenticeship training providers able to deliver recognised training across one or more of the seven subject areas. The lots span a wide range of occupational pathways, so providers can focus on a specialist offer—for example, health and care, early years and education, business, digital and technology, creative industries, engineering and construction, or public and protective services. Small and medium-sized enterprises and voluntary, community and social enterprises are considered suitable for every lot. Successful suppliers would join a flexible framework pool and may compete for later call-offs. The stated assessment threshold is passing the PSQ; no further capability, accreditation, capacity or experience requirements are set out in the published tender data. The scale and breadth may suit both specialist providers and organisations with coverage across several areas.
