Summary of the contracting process

SSE Services PLC has procured continued access to the Esri ArcGIS geographic information system and associated enterprise licences for use across SSE Networks. The platform supports capturing, managing, analysing and visualising geospatial and asset-location data for operational, engineering, planning and asset-management work, including network infrastructure planning and design, asset records, spatial analysis, and regulatory and operational reporting. ArcGIS is integrated with enterprise systems such as Maximo and provides the authoritative mapping and location data for network assets. The service is used across Transmission and other SSE Networks functions. This is an established software and IT services requirement centred on maintaining and licensing a GIS platform, rather than a purchase of physical network assets or construction work.

The procurement is complete and a direct award was made to ESRI (UK) Limited. The recorded award is pending. Its gross value is £2,044,474.80. The contract period runs from 23 October 2026 to 22 October 2028, with signature scheduled for 23 October 2026. The requirement was handled as a single lot, under a closed framework agreement. The stated rationale for choosing a single supplier is intellectual property and exclusive rights, together with technical reasons: the platform is embedded in SSE’s systems and workflows, and replacing it would require migration of data, rebuilding integrations and substantial business change. The award is for IT services (CPV 72222300).

For suppliers considering similar future work with SSE, this award indicates demand for continuity of a deeply embedded enterprise GIS, not simply standalone mapping software. A credible provider would need to demonstrate enterprise-scale ArcGIS licensing and support, integration with systems such as Maximo, and the ability to safeguard authoritative network asset-location data and existing mapping configurations, applications and workflows. Experience supporting critical utility operations across transmission and wider network functions would be relevant, as would capability in spatial analysis, engineering and infrastructure planning, asset management, and regulatory reporting. The buyer’s stated concerns about migration cost, operational disruption and implementation risk show that a competing solution would need a persuasive, technically robust transition and interoperability case, as well as capacity to sustain established services across multiple sites.

Notice Description

The ESRI Enterprise Licence Agreement provides the ArcGIS geographic information system (GIS) platform used across SSE Networks to capture, manage, analyse and visualise geospatial and asset location data. The service supports critical operational, engineering, planning and asset management activities, enabling users to manage network infrastructure, undertake spatial analysis, maintain asset location records and support regulatory and operational reporting requirements across Transmission and other SSE Networks functions. The ArcGIS platform is materially embedded within SSE's operational and technology landscape and forms a core component of business processes relating to infrastructure planning, network design, asset management and geospatial data governance. ArcGIS is integrated with other enterprise systems, including Maximo, where it provides the authoritative source of location and mapping data for network assets. Significant volumes of business data, mapping configurations, applications, workflows, user content and integrations have been developed and maintained within the ESRI environment over a number of years. A review of alternative GIS platforms confirmed that while other suppliers provide mapping or geospatial capabilities, any replacement would require substantial migration of existing datasets, redevelopment of integrations, reconfiguration of business processes, extensive user retraining and the validation of critical asset and network data. Such an exercise would introduce significant cost, operational disruption and implementation risk. Furthermore, the proprietary nature of the ArcGIS platform, together with its deep integration into existing operational systems and workflows, means that a like-for-like replacement cannot be implemented without significant technical redevelopment and business change activity. This procurement therefore relates to the continued provision of the ESRI ArcGIS platform and associated enterprise licensing required to maintain business continuity, support operational activities and preserve the integrity of existing geospatial data, integrations and associated business processes.
