Summary of the contracting process

The Driver and Vehicle Licensing Agency (DVLA) has procured a flexible Dynamics engineering service to design, develop and support new casework solutions. The supplier provides skilled software development resources working alongside DVLA product teams, advising on good implementation practice and configuring and implementing Dynamics 365 Customer Service and Power Platform for remaining casework services. The work also covers continuous improvement and enhancements to the existing implementation, integration APIs, customer-facing interfaces on DVLA’s cloud platform, and links with legacy systems. The service supports DVLA’s digital strategy to improve customer service through online services. Delivery is across the United Kingdom.

The procurement is complete and has been awarded to Kerv Digital Limited through a competitive call-off under a framework, using a selective procedure. There was one lot. The award date was 29 September 2026, at a value of £14 million excluding VAT (£16.8 million including VAT). The contract period runs from 2 November 2026 to 1 November 2029, with an option to extend for one further year, to 1 November 2030. The expected contract signature date was 13 October 2026. Delivery resources are called off through individual Statements of Work; the indicative resourcing level is around 20–30 people at a time, adjustable to demand, delivery phase and active work orders, and is not guaranteed.

This award shows that DVLA buys integrated Dynamics 365 and Power Platform engineering capacity to develop and support casework services, rather than a stand-alone software product. A credible competitor for this requirement would need experienced software engineers able to work within DVLA product teams and scale delivery resources up or down as Statements of Work change. Relevant capabilities include Dynamics 365 Customer Service configuration, Power Platform implementation, continuous improvement, API development, customer-facing interface delivery on cloud platforms, and integration with legacy systems. Suppliers also need to advise on implementation practice and deliver against DVLA’s approved technology stacks and organisational requirements. The successful supplier must support complex digital service development and contribute to online services intended to improve customer service.

Provision of Dynamics Engineering Service

Notice Description

DVLA requires a supplier to provide a flexible delivery of highly skilled software development resources to continue the design, development, and support of new caseworks solutions, integrated with our development teams and able to solve complex problems, via a call off agreement to: Advise on best practice implementation Configure and implement Dynamics 365 Customer Service and Power Platform in line with the minimum organisational requirements for our remaining Casework services Advise on Continuous improvement and support enhancements to our current implementation Build integration APIs and new customer facing UIs on the DVLAs cloud platform using the DVLAs approved technology stacks Integrate with existing legacy systems Support DVLA's digital strategy of creating online services to improve overall customer service. As an indicative guide, DVLA expects delivery activity may typically require around 20 - 30 supplier resources at any one time, with the ability to scale up or down depending on demand, delivery phase and the number of active Statements of Work. This is not a guaranteed level of demand and any resources required will be confirmed through individual Statements of Work. Capability provided under Statement of Works (SOWs) will need to work closely with and take direction from DVLA product teams.
