Summary of the contracting process

The British Council is seeking a supplier for end-user computing and on-site IT support across its UK headquarters and offices. The work includes hands-on and desk-side support, plus infrastructure support when issues cannot be resolved remotely by its Global Service Desk or Central Infrastructure Team. The estate is primarily based in Stratford, with a physical support presence in Manchester. Support for Belfast, Cardiff, Edinburgh and Coventry is primarily remote, with site visits when required. This is a UK-wide IT support services requirement, intended to complement the British Council’s in-house Digital and Technology team.

The British Council invited offers through an open procedure. The requirement is divided into one lot. The tender set a deadline for enquiries of 21 October 2026 at 14:00 UK time and a bid submission deadline of 2 November 2026 at 14:00 UK time; the planned award decision date was 25 November 2026. The contract period runs from 1 April 2027 to 31 March 2030, with up to four possible annual extensions, to a maximum end date of 31 March 2034. The estimated value is £1,233,333 excluding VAT (£1,540,000 including VAT). Evaluation allocates 60% to social value, quality and methodology, and 40% to price. Suppliers must first complete and sign a non-disclosure agreement and procurement-specific questionnaire to receive the full tender pack.

The opportunity suits IT service providers able to deliver end-user computing support and infrastructure troubleshooting across a geographically dispersed UK estate. Suppliers need the capacity to provide hands-on, desk-side assistance in Stratford and maintain a physical presence in Manchester, while handling mostly remote support for offices in Belfast, Cardiff, Edinburgh and Coventry and making site visits when needed. The service must work alongside the British Council’s internal digital and technology teams, escalating or resolving issues beyond the reach of its global service desk and central infrastructure team. Small and medium-sized enterprises are identified as suitable. Bids are assessed on social value, service quality and methodology as well as price, so providers should be able to demonstrate a credible delivery approach and social value offer.
